What is “Legislate Peace” Campaign?

“Legislate Peace” project is a comprehensive cooperation campaign around the globe in support of the DPCW’s introduction to the UN as a draft resolution, and for it to become an international, legally binding document. This project lists all of the support received from 2016 to now from over 180 different countries and includes institutional support from various international organizations and governments, with individual support and activities from political leaders, religious leaders, and community activists. At this year’s event, the projects’ specific cases in individual expert fields will be shared with a discussion for future plans.

So far, more than 1.3 million citizens from 176 countries have agreed that DPCW is a declaration that will serve as the basis for world peace and security, and many civic groups, including religious and educational people, have paid keen attention to the DPCW and support to the LP campaign. Any citizen who wants peace can join the “Legislate Peace” Project in making peace a legacy to future generations. But we can’t say anything without Mr. Man Hee Lee, the Chairman of HWPL, because the center of all this is him. With his strong drive, HWPL will be a huge success again this year. “We found the hope from Declaration of Peace and Cessation of War (DPCW) of HWPL.” all the 10 articles were exactly what DRC has needed. we announced the campaign of Peace to more than 100 leaders from different religious background and others stakeholders who held an offline signature ceremony, which was for the Declaration of Peace and Cessation of War to be introduced to the United Nations through HWPL of Korea to become an enforceable international law.

All religious leaders promised to inform the Declaration of Peace for Cessation of War to their congregation members, because it was an important cause aiming to stop wars, massacre in Beni, DRC and secure peace in the world. Accompanied by leaders of religions, youths and other volunteers from ODI, we started to go from door to door, church to church, school to school requesting people humbly to support the Declaration of peace and Cessation of Wars through their signatures. As a fruit of patience and courage, they collected 18,500 signatures out of 20.000 signatures needed. This was publicly circulated and announced by different radios in DRC.”

2018 HWPL World Peace Summit: 4th Anniversary of the WARP Summit

HWPL is an NGO associated with the Seoul Metropolitan Government and the UN Department of Global Communications and in Special Consultative Status with the UN ECOSOC. The organizers are the IPYG, an affiliated organization of HWPL, and the IWPG, a UN ECOSOC-affiliated NGO with Special Consultative Status.

HWPL is considered by experts and foreign media to be the most accomplished peace organization in a short period of time. Among them, the key role is DPCW, the answer to peace.

What is the problem of existing international law? It is not legally binding and it partially allows war. S0, the Declaration of Peace and Cessation of War (DPCW) was drafted by prominent international law experts from 15 different countries.

The 10 articles and 38 clauses of the DPCW is a comprehensive documentation of the principles of peace that are required in this current era through an inclusive approach to ban, prevent, and resolve conflicts. Based on the DPCW, the common global yearning to achieve world peace and cessation of war can be accomplished with the core principles of peace.

It can be established in the form of international law, not just for individual societies, but in relationships between countries and in the entire globe as a universal standard and value. To achieve this goal, the DPCW needs to become a resolution at the United Nations – which represents the international community – and become an internationally binding legal document for every country and citizen to abide by it.

A. “I believe Chairman Lee is a leader in the true sense of the word, which is easy to see in the way he wins the hearts and the minds of the younger generation, in particular because of his destiny: a man who fought in the Korean War which, like all wars, pits man against man; but what is even more striking is that, in the case of the Korean war, it was pitting brother against brother.

On March 14, 2019, citizens from all over the world wrote letters of peace and sent them to the Presidents of 192 countries and Prime ministers to urge the need for DPCW. Youth Day: IPYG and South Africa’s Youth “We Are One!”

1976 Soweto Uprising

The June 16 1976 Uprising that began in Soweto and spread countrywide profoundly changed the socio-political landscape in South Africa. It is estimated that 20,000 black students took part in the protests. Deaths‎ are ‎176 (~700) who are killed by police. So, 16 June is now a public holiday in South Africa, named Youth Day.

What was the reason? Policies of the Apartheid government are the problem. Finally it resulted in the introduction of the Bantu Education Act in 1953. Despite the inequality and oppression caused by apartheid, many heroes were born. Who are they? The “Youth of 1976” played a really important role in fighting.

During the fracas the 12-year-old Hector Pieterson was shot by the police. He was covered in blood. Pieterson was rushed to a local clinic and declared dead on arrival. This photo became an icon of the Soweto uprising.

“The uprising means different things for different people,” says Khwezi Gule, chief curator of the Hector Pieterson museum and memorial in Soweto. “There are different generations and varying constituencies. Even those who were there in 1976 were affected differently: parents, students, leaders, people just caught in the crossfire.”

Commemorating the heroes of Soweto from June 1976 young, South Africans were challenged to chart their own solutions for dealing with the struggles the youth face today. So, the International Peace Youth Group (IPYG) is collaborated with the Gauteng Province, the City of Johannesburg Library and Information Services, South African Council of NGO’s, Green Peace Africa, IWPG, Save the Children and HWPL.

Also, the Specialized Agency of the African Union and the African Peer Review Mechanism (APRM) helped these passionate young peace activits. IPYG was established in 2013 with 805 affiliate organisations in 110 countries. What is their purpose? It is the “National Development Plan (NDP).”

The NDP aims to eliminate poverty and reduce inequality by 2030. According to the plan, South Africa can realise these goals by drawing on the energies of its people, growing an inclusive economy, building capabilities, enhancing the capacity of the state, and promoting leadership and partnerships throughout society. Lets all work together to make the National Development Plan (NDP) a success and build a better South Africa for all, it is up to each one of us.

Caribbean Peace Movement with DPCW

On 11st of July, more than 25 Caribbean ambassadors and heads of states, including former Prime Minister of Belize the Honorable Mr. Said Musa, gathered in Washington D.C. Why did they gather? These incredibly famous people don’t move for no reason. They want to support the implementation of international peace legislation, the Declaration of Peace and Cessation of War (DPCW). Where? “Within their each countries.”

DPCW has global support, especially for young people and women. There were well over a million supporters and the DPCW has already been enacted as a National Declaration in several countries around the world, including Antigua and Barbuda.

Mr. Said Musa, Prime Minister of Belize, said “I want to pledge my support for adoption of the DPCW which I find to be the most comprehensive legal framework that will serve to spread a zone of peace within the Caribbean region and across the world.” Caribbean Peace Movement is growing so rapidly.

Caribbean Community, Regional Integration (CARICOM)

Among the event, delegates committed to advance the passing of the DPCW through the CARICOM and the Coalition of Caribbean Leaders for Peace (CCLP). The CARICOM is an organisation of fifteen Caribbean nations and dependencies having primary objectives to promote economic integration and cooperation among its members. It is home to approximately sixteen million citizens, 60% of whom are under the age of 30. Caribbean countries have tremendous potential.

Their Headquarter is on Georgetown, Guyana. Guyana’s CARICOM Youth Ambassador and Regional Director for the United Nations Caribbean Global Peace Initiative, Ms. Samantha Sheoprashad, also gave remarks. According to a report from the Borgen Project, roughly 43 percent of Guyana’s population lives below the poverty line, the youth unemployment rate is over 30 percent but the current estimates are closer to 40 percent.

Mr. Musa, a founding member of the CCLP, urged other Caribbean leaders to participate and serve as a “beacon to guide the important work of the [CCLP] to spread the message of peace not only in our region but globally as well.” After all, they know it’s the DPCW that can solve all of this. This is the answer to peace. It is currently being presented to pass as law through the United Nations. Let’s have one voice! We Are One!

On May 14, Heavenly Culture, World Peace, Restoration of Light (HWPL) and the International Peace Youth Group (IPYG) hosted a conference with the theme: “Youth, Let’s Voice Out” in the National Library of Romania. With the cooperation of MasterPeace, a youth peace organization, many peace-loving youths gathered.

Jeni Sendroiu, a founding member of MasterPeace Romania, stated “HWPL, current and former heads of state, legal experts, and heads of the organization (MasterPeace Romania) raised a voice together to support the DPCW. During the event, IPYG gave a progress report about the delivery of 370,000 peace letters to leaders in 33 countries, and Romanian youths wrote peace letters in the honor of the 6th Annual Commemoration of the Declaration of World Peace. For the media coverage, ANTENA 1, ranked No. 1 in private broadcasting stations, sent their reporters to participate and cover the news of peace throughout Romania.

Beginning with Emil Constantinescu, former Romania President, Romania and HWPL have deep relations. For examples, Early in April, about 700 people from various sectors of society such as education experts, women and youth groups, global peace activists and journalists gathered at Pentagon Events in Bucharest to discuss practical approaches for the realization of peace through peace education. With the title of ‘The Role of Teachers for Peace Education’, the 2019 Peace Education Conference was held.

Mr. Dragomir Marian, President of Master Peace, said “My belief, which made me work with HWPL and its peace education curriculum, is that education in personality, skill, value, and attitude is important for social, economic, and political development in any country. This role is well articulated in the ‘Sustainable Development Goals (SDGs)’ No. 4 which emphasizes a quality education for all to promote lifelong learning.

This is also shared by Article 10, ‘Spreading a culture of peace’, of the Declaration of Peace and Cessation of War (DPCW) which mentions that education is important in promoting respect and mutual understanding among different religions, ideologies, and ethnic groups.”

International Women’s Peace Day 26 April

Women’s efforts for peace have always been impressive.

I’m going to take a look at the events of peace that are historically important. I can’t help but cry at the thought of what they’re trying to do, even now.

International Women’s Day 8 March

International Women’s Day (IWD) is celebrated on March 8 every year. The first start begins in 1908. A New York textile factory caught on fire on 8 March 1908, with the owner trapping his female workers inside.. He had been forcing them to work 10-hour days, making fabric of mauve and lilac color. 129 workers died in the fire. It was a terrible thing. #WomensDay

In 1975, during International Women’s Year (IWY), the United Nations began celebrating International Women’s Day on 8 March. The Charter of the United Nations, signed in 1945, was the first international agreement to affirm the principle of gender equality. Also, in 1946, the Commission on the Status of Women (CSW) is established for empowerment of women.(In 2019, CSW63) Taking a historic step in July 2010, the UN General Assembly creates the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women).

International Women’s Peace Group (IWPG) is trying her best for peace.

It is still at a serious level.

  • It is estimated that 35 per cent of women worldwide have experienced either physical and/or sexual intimate partner violence or sexual violence by a non-partner (not including sexual harassment) at some point in their lives.
  • However, some national studies show that up to 70 percent of women have experienced physical and/or sexual violence from an intimate partner in their lifetime.
  • It is estimated that there are 650 million women and girls in the world today who were married before age 18.
  • Approximately 15 million adolescent girls (aged 15 to 19) worldwide have experienced forced sex.
  • It is estimated that of the 87,000 women who were intentionally killed in 2017 globally, more than half (50,000- 58 per cent) were killed by intimate partners or family members, meaning that 137 women across the world are killed by a member of their own family every day.

Now what should we do?

International Women’s Peace Day 26 April

I think you know that women have done so much for peace. So what’s next? Now what are the roles we should do for peace? I can’t wait without doing anything. IMO, the paradigm of peace has already changed. Now the citizens are the mainstay, changing everything. This shift started from “Peace Letter Campaign” from IPYG and HWPL, which became associated with the UN Department of Global Communications (DGC) and ECOSOC in 2016.

Last year, IPYG and IWPG sent around 200,000 letters to the heads of state from 193 UN member states. Without the answer to peace, peace cannot be achieved. The Answer is the Declaration of Peace and Cessation of War (DPCW), drafted by the 21 prominent international law experts. What is the current problem of international law? It is not “legally binding.

So, there are IPYG, representing 1.8 billion young people , and IWPG, representing 3.7 billion women, for HWPL. Emil Constantinescu, former president of Romania, said “Youth and women can become the most persuasive emissaries of peace in the present and in the future.”

Now, there are a few things left for us. The Presidents began to move, and the turn went over. If we shout in one voice, no one can stop it. Voice of one is not enough to achieve peace, but voice as one is enough to do so. Which is your choice? Endless war or Peaceful future?

In the middle of it, she was dressed in white.

“I sincerely thank you for your education in the spirit of noble truth search for the future of the nation and people. And I sincerely congratulate you on the successful implementation of peace education by Master Peace, whom I met in Romania last year. Here in Romania, I felt the people’s earnest desire for freedom in their hearts. I maybe it began when they achieved democratization in Eastern Europe 30 years ago. I think it can make them to continue to strive for better development.

And Mr. Man Hee Lee, Chairman of HWPL, despite his near 90s, has been a global village owner with no spare life. He made an appeal for cooperation for peace, carrying out a schedule that even young people could not afford. His firm commitment and actions are the best and most living peace education for all mankind.

As you can see from the video of how great the peace fruits of HWPL have been, the fruit of HWPL has never been achieved by a private organization and not achieved by the state. What’s next is that young people and women, who have inherited the spirit of peace, are creating peace together with the speed of light.

As a mother of children, I hope that our children will no longer grow up in a culture of war and violence, but live happily and safely in a culture of peace. If you continue to strive for peaceful education and the spread of peace and culture, such as DPCW, which is the definite answer to restoring the original shape of the global village and achieving peace, I am confident that our children who will lead our future will live in a peaceful world where there is no more war and violence.

On 6th of June, 2018, the UN Security Council unanimously adopted the resolution 2419 (2018) to call on increasing the representation of young people. The resolution was crafted to recognize the role youth could play in conflict prevention and resolutions while “advancing sustainable peace” and “spreading a culture of peace.”

In order to develop the Declaration of Peace and Cessation of War (DPCW) into a legally binding form, it is essential to raise awareness and mobilize support from heads of states and nations. To that end, the International Peace Youth Group (IPYG) has been urging the heads of state and government officials for their support by delivering Peace Letters written and gathered through youth and civil organizations.

Youth, holding a pen instead of weapon

Youth of 23 countries have participated and the handwritten peace letters have been delivered to 9 former/current presidents and prime ministers in 8 countries.

In particular, as Korea still remains the only divided nation in the world, Korean youth have been writing to mayors, lawmakers, prime ministers and the president of Korea with a hope that the DPCW will realize peaceful reunification on the Korean Peninsula. About 165,782 letters have been collected so far (as of Feb 2019)

Why is DPCW the Answer to Peace?

What is the difference between existing international law? The biggest problem with international law at present is that it is not legally binding. Therefore, DPCW includes the direction of legally binding and legal force.

The existing international law contains elements in which a powerful nation can create disputes along its interests. According to Article 1 “Prohibition of the threat or use of force” and Article 3 “Friendly relations and the prohibition of acts of aggression”, States should abstain from interference in other States, whatever its motives or purposes. And States should condemn the illegal occupation of territory and should criminalize in their domestic law.

10 Articles of the DPCW consisted of “Conflict prevention (Article 1~5) “, “Conflict mediation (Article 6~7)” and “Securing sustainable peace (Article 8~10).” Conflict prevention encourages states to cooperate in gradual disarmament, repurpose weapon-manufacturing facilities for the benefit of humanity. And don’t invade. When there are interstate problems, the state itself decides its own fate.

How can do the DPCW mediate Conflict? Through the UN Security Council, the International Court of Justice, other judicial bodies, regional judicial arrangements, the DPCW will settle disputes. Then you may be able to ask this question. “How can international peace be maintained through the UN Security Council when the UN Security Council is now composed primarily of powerful nations?” But the DPCW involves changing international organizations like the United Nations Security Council to function properly.

Lastly, Securing sustainable peace is important for future generations. Religion is the most important part of people’s ideology. In other words, this is a factor that can cause conflict among people. In fact, it accounts for 80 percent of the causes of war. Therefore, religion should be united, and religious leaders should take the lead in the peace movement. And through peace education for young children, it creates an eternal culture of peace.

How can peace be achieved with DPCW?

The answer is “Civil Society!” That’s why HWPL works with IPYG and IWPG. Peace comes when all citizens around the world are watching. The President cannot ignore the people. The owner of the state is the people, and the president is not at his disposal because the people vote. When citizens around the world shout in one voice, in one direction, nothing can ever ignore it. A national leader can’t help but keep up with the citizens.

The HWPL is where 1.8 billion Youth and 3.7 billion Women gathered to achieve peace. So, in order to achieve the ultimate goal of implementing a legally binding international instrument based on the DPCW, HWPL is encouraging states for the submission and adoption of the document at the UN General Assembly. It must get votes in favor at least two-thirds of the 193 ambassadors of the United Nations member states.

Already, UN permanent representatives of 145 countries recognize the need for the DPCW. In 2017, the central american parliament passed a resolution in support of the DPCW. In Africa, HWPL and the Pan-African Parliament (PAP) signed MOU to support the DPCW. The PAP is the legislative body of the African Union consisting of 55 countries of the continent of Africa. This means the support of the entire continent of Africa.

In Europe, the International Centre for Black Sea-Baltic Studies and Consensus Practices (Centre BBS), which is headed by a group of former European national leaders, signed the MOU with HWPL. Not at all, Seychelles, Eswatini, and Comoros expressed support for the DPCW at the NATIONAL LEVEL.
