DPCW, an international law for Syria

Heartbeat, a song for Syria

Heartbeat, a song for Syria’ is sung by 10-year-old Ansam, a Syrian girl who was born blind. The song was written and composed by Zaid Dirani, Unicef Goodwill Ambassador, and world-famous pianist. It has a message of hope that Syria’s children want to get back their childhood. It’s like the voices of children shouting around the world. Amazingly, the video was filmed in Syria. The following are the lyrics of Heartbeat: (abbreviation)

‘Amid destruction and fire, our wound is deep
We want to say it loud, but our voice is weak
We may be children, but our cry comes from the heart

We want to say it loud: everything is possible
Together we can hope
Our hearts beat back to life
We want our childhood back’

Statistics about the Syrian civil war

Unicef, 2016

  • At least 652 children were killed – a 20 per cent increase from 2015 – making 2016 the worst year for Syria’s children since the formal verification of child casualties began in 2014.
  • 255 children were killed in or near a school.
  • More than 850 children were recruited to fight in the conflict, more than double the number recruited in 2015. Children are being used and recruited to fight directly on the frontlines and are increasingly taking part in combat roles, including in extreme cases as executioners, suicide bombers or prison guards.
  • There were at least 338 attacks against hospitals and medical personnel.

It is a bottom-up approach for global peace through establishing an international peace law. The strength of the DPCW lies in its representation of the voice of all those yearning for peace, calling on States to protect their rights to enjoy peaceful lives. The Legislate Peace Campaign is operated all over the world to support the DPCW. Now, they collected 734,055 signatures (as of October, 2017) and 173,170 people of 176 countries participated. The HWPL & DPCW are regarded by experts as the most powerful and substantial peace movement than others. Foreign media around the world are also paying attention to HWPL.

Legislate Peace Campaign

Dear family members of the global community,

The history of our world is replete with the tragedies of war. When wars break out, ordinary citizens, especially the youth and young adults, are forced out to fight on the battlefields and mothers must send their children into danger. In most instances, neither the youth nor their mothers would willingly suffer such loss and sacrifice. We are all born into the same world; and we live on the same land, under the same sky. All of us have the right to live in a war-free world in peace. And this right should be protected by law.

It is for this reason that we, the world's youth, women, and messengers of peace, support the Legislate Peace Campaign, an advocacy movement in support of the Declaration of Peace and Cessation of War (DPCW) being developed into an enforceable law. When such a law is implemented and enforced in all countries, wars will have no place on Earth and a culture of peace will finally be able to spread to all corners of the globe. We call on world leaders and governments to acknowledge the principles set out in the DPCW and to incorporate them into their national laws.

We must take action to achieve the global enjoyment of peace. Please join us in supporting the Legislate Peace Campaign to guarantee peace for all.

Let us Legislate Peace. Sign Your Support.

You can think ‘Is it possible?’. But you can understand when you see the leader’s cry and their movement. HWPL‘s 3 core Peace initiatives are Law for Peace, Alliance of Religions and Peace Education. There are a lot of posts on my post, so you can look for them. If you really love peace, you will cooperate. Because HWPL has really strong power. 3 Peace Initiative : DPCW Law for Peace

DPCW Law for Peace

Bottom-up approach for global peace through
establishing an international peace law

A STEP TOWARDS PEACE 3 Peace Initiative : DPCW Law for Peace United Nations Sustainable Advocacy Efforts religions nationalities Legislate Peace Campaign legal framework Law for Peace international peace law HWPL ethnicities DPCW Law for Peace DPCW Comprehensive Bottom-Up Movement bottom-up approach The status of today’s world can be traced back to the two tragic world wars of the last century. But it can found the United Nations. It was founded to respond to the atrocities of conflict and loss of human dignity. Since then, many international agreements and declarations have been developed. But additional challenges such as national and religious conflicts, cultural bias and ethnic hatred have hindered the movement of peace. And innocent civilians have to pay the price.

In this regard, HWPL thinks that the international society needs a comprehensive legal approach that guides citizens’ daily lives, regardless of their nationalities, ethnicities, and religions. To secure peace at both national and international levels, the invention of a legal framework in the form of an international agreement (law) will pave the way for developing peace processes in our world.

These essential objectives of HWPL are manifested in the Declaration of Peace and Cessation of War (DPCW) drafted by the HWPL International Law Peace Committee, which is comprised of prominent international law experts from 15 different countries, and proclaimed on 14 March, 2016 in the form of a Preamble, 10 articles and 38 clauses.

Two Key Challenges

A STEP TOWARDS PEACE 3 Peace Initiative : DPCW Law for Peace United Nations Sustainable Advocacy Efforts religions nationalities Legislate Peace Campaign legal framework Law for Peace international peace law HWPL ethnicities DPCW Law for Peace DPCW Comprehensive Bottom-Up Movement bottom-up approach

Comprehensive Bottom-Up Movement

Under the Law for Peace Initiative, HWPL engages substantially with civil society actors because peace cannot be sustained only through the voices of elites and institutionalized processes. Going beyond all divisional lines, HWPL suggests a civil society function in peace-building, which aims at the implementation of citizens’ advocacy and the voluntary practice of democratic values, thus fostering a culture of peace.

The main activities within this function are carried out under the Legislate Peace Campaign, a bottom-up approach for peaceful conflict resolution through establishing an international peace law. More leaders in politics, legal fields, the press, and faith-based organizations are acknowledging the greater involvement of civil society within the initiative and have implemented joint activities advocating for the ultimate peace system that can encompass all States and peoples.

Sustainable Advocacy Efforts

Civil society actors and government representatives working with HWPL ensure that they will continue to call for a successful Law for Peace Initiative based on governmental and nongovernmental cooperation, thereby building participatory structures which allow sustainable peace settlement. When an international legal framework compatible with the DPCW is established and holds all States accountable for peaceful conflict resolution and ceasing war-like activities, HWPL believes that it will eradicate the structural causes of violent conflicts. This is the source of the sustainable advocacy efforts.

“Many leaders in many parts of the world showed their support for peaceful unification of Korea. We received ‘peace letters‘ that support the idea from students and youth in the countries we visited. By liquidating the past of pointing guns to kill each other, Korea should stand as a country of peace. How does the world go now? The necessity of the measure arises for integrating cultural diversity into development frameworks and policies. According to the trend of world, this conference aimed to reinforce international cooperation to ensure intercultural dialogue as a foundation for the effective exercise of universal human rights. In fact, many of the leaders told their experiences.

H.E. Mr. Francisco Alberto Gonzalez of Permanent Representative of the Permanent Mission of Colombia stated, “My countries have gone through one of the longest armed conflicts in our hemisphere. Two Colombians, one with a strong state presence, and another with a series of inequalities and no opportunities. That is why recognizing our opportunities and dialogues are needed. We, a very diverse country, know by experience that disarmament is not enough to create peace. We must not underestimate the need for peace and stable development.”

In particular, in conflict areas such as Iraq, Palestine and Afghanistan, young people and citizens is holding a peace walk with an earnest will to realize peace amid terrorism and war.

The Declaration of world peace, which was proclaimed on May 25, 2013 by HWPL, has called for the youth of the world to become the messenger of peace. Also, it suggests that we need the international law (DPCW) that can end the war. Why youth? The youth is the biggest victims of the war.

Frankly speaking, I don‘t know the political or economic viewpoint. I can‘t know why he acted like that. I don‘t know whether what he has shown us is real or imagined. Who knows? Nobody knows. Who knows what will happen in the future? Who knew Rome would collapse? But I know something. On second thought, 2018 inter-Korean summit really doesn’t make sense. But why is it possible? A great flow is moving. The wind of peace is blowing all over the world!

I will come back to Korea after a long time and I will be able to participate in this event tomorrow. I am so glad to be at the center of the peace. There were many peace groups and many peace movements, but none of them achieved peace. In the end, what I felt here was that HWPL has the answer! Come here and feel it for yourself!!

Târgu-Mureş, Cultural Town of Peace

Local Council of Târgu-Mureş approved

A STEP TOWARDS PEACE Târgu-Mureş, Cultural Town of Peace WeAreOne TogetherForPeace Târgu-Mureş POL PNL MOU Makkai Grigore Local council Legislate Peace Campaign HWPL HighFive DPCW Cultural Town of Peace ANewStart     On Thursday, April 26, The local elected representatives of Târgu-Mureş approved a Memorandum of Understanding(MOU, with 20 votes for and 3 against) between Târgu-Mureş City Hall and Heavenly Culture, Korea’s World Peace, Restoration of Light (HWPL) South.

“Târgu-Mureş, Cultural Town of Peace”

“One of the brands of Târgu-Mureş is that of a multicultural city. Târgu-Mureş Town Hall opens the way to dialogue on the realization of an ample cultural program called “Târgu-Mureş, Cultural Town of Peace”.

The representative of Tîrgu-Mureş said “It is among the organizations with the strongest cultural, social and educational projects that militate for peace, interculturality. Târgu-Mureş is the only city in Romania to which a memorandum was proposed and our city will be considered by South Korea as a reference point for harmonious interethnic relations.”

I am against it

Local councilor Radu Balaş (POL) said ‘I can’t understand why the City Hall of Târgu-Mureş has to associate with an NGO. Why?’ It can be useless.

MOU needs for Târgu-Mureş

“It is the largest NGO in the worldla (It can be a mistranstion) so that I do not know why we deny it. It is a pride for us, for the city of Târgu-Mureş, for the Târgu-Mureş Council. MOU also stipulates that we are changing students, young professionals between us. As Korea is regarded as a “tiger” of the development of the Eastern economy, we also could import from there many ideas and many other positive things.”

Local councilor Theodora Benedek (PNL) said ‘Memorandum would be beneficial for the international opening of Târgu-Mureş, and implicitly for the attraction of foreign investors.’

Results : for 20 vs against 3

I can only praise this initiative and become the first city, not from Romania, but maybe from the region of Southeastern Europe, which takes such a step.” – Makkai Grigore

As living with me in another country, I couldn’t understand them very well. Let’s listen to their story. Prabath Liyanage, Deputy Director of NYSC, emphasized “Sri Lanka is a country that has suffered by a war for more than 30 years until 2009. So the people of the country has already experienced the bitter side of the war. No body at the country wants to face the same situation once again. Accordingly, the DPCW could be adopted easily in Sri Lanka. The
message could be communicated to the public through youth” 7,000 of signatures will have great potential impact on the world.

HWPL stated officially “HWPL will no longer tolerate attempts to obstruct the work for peace, putting personal gain over the common good of humanity. We urge all those yearning for peace and justice to take the right path, not the path marked with lies, and join the effort to build peace together”
