IPYG has been working with approximately 846 youth organizations in 111 countries around the world (as of October 2017). It is a good example of the Youth Empowerment. How much faster do they run? They participated in more than 200 activities and events in 44 countries for peace. How long? ‘Just in this year!‘ They show a great power. The reasons for that are eager for peace and youth. In particular, IPYG hosted the Peace Walk, which has been an annual event since 2013. They created a movement to promote the true culture of peace. It is based on Article 10 of the DPCW.

The IPYG Youth Empowerment Workshop was held for the first time. It was founded in accordance with the spirit of the Declaration of World Peace. The 2018 Youth Empowerment Workshop is an event many are looking forward to grow young people into peace leaders. What is the role of the youth? Owners of the future! They protect their future and leave sustainable peace as a legacy for future generations. I think it is very important to nurture of the youth to become leaders of the peace movement with a sense of ownership in regard to the future.

Adoption of the DPCW in International Organizations
The Central American Parliament(Diputados del Parlamento Centroamericano, PARLACEN), with 6 member-states, has now completed theofficial process of approval for the Declaration of Peace and Cessation of War(DPCW) after a year of discussion in the Commission of Peace, Public Security and Human Rights. It is an amazing achievement!!! I supported their walk. I want to make world where peace is everywhere.
The resolution includes the following,
“It is intended that the Central American Parliament raise the flag of peace among the entire international community, taking this message to all governments, international organizations, civil society, political parties and others.
Based on what was considered above and the legal basis invoked, the Commission of Peace, Public Security and Human Rights issues favorable report with amendments to the initiative AP / 1278-278 / 2016 the “DECLARATION OF PEACE AND CESSATION OF WAR“.
In the DPCW promoted by HWPL on March 14, 2016, the respect of human rights and international law is fundamentally promoted, especially the role of the states in relation to the promotion of Peace, Justice and Freedom.”
The PyeongChang 2018 Olympic and Paralympic Winter Games will be held in February next year. This video above is made for public relations. Its concept is highlyacclaimed at home and abroad. It started from background that ‘AIs were defeated after a 10-year battle with humans’. Heroine main character is the last AI left in this world. Her name is ‘K 2018020925’. What does she do? She studied deeply ‘why humans won‘. What does she find? Emotion! Passion, sadness, joy, love. All of these appeared at a time in the feast, ごちそう, fiesta, 잔치(Janchi). They make the connection between the Seoul 1988 Olympics, the 2002 World Cup and 2018 PyeongChang Winter Olympics. The meaning is that Korea gave thanks to nations who helped Korea and this peaceful janchi united all into one. The keyword is ‘Peace‘.

Desire for peace : Two big events
The last A.I. said ‘Why could AI not surpass humans?’ Now the core of PR video is coming out. ‘Was it not a desire for peace?’ In my opinion, there must be some reason. There are at least two things that I know. First, on December, 2016, 1.7 million people gathered in Candlelight rally, Seoul. Nationwide total is 2,320,000 people. It reminded me of William Shakespeare’s one quote that “How far that little candle throws his beams!”. The world was surprised by peaceful assembly cultureand mature civic consciousness. People say “Don’t hit anyone even by flowers” The video said ‘The candle of peace lit has been carried over to the PyeongChang Olympic Torch and conveyed all over the world.’ I really love this sentence. Why War? HWPL’s Solutions
Second, 2017 3rd World Alliance of Religions’ Peace (WARP) Summit was held by HWPL in Seoul, Korea. It is a annual event for peace. Each year, influential people from all around the world meet in South Korea.
HWPL was acknowledged for substantial and practical way to achieve peace. I am very proud of these Koreans. Their slogan is “Together for peace as messengers of peace” Why could human not cease war? The solutions of HWPL are ‘Declaration of Peace and Cessation of War(DPCW)’ and ‘The World Alliance of Religions’ Peace (WARP) Office’.
Now ‘Legislate peace campaign’ is carried out. Since then, 705,000 signatures in more than 170 countries. And 117 schools from 8 different countries (as of July 2016) voluntarily became HWPL Peace Academies. In the short three years, the WARP Offices have seen rapid expansion with 218 offices now operating in 126 countries.
The 15th IAVE Asia Pacific Regional Volunteer Conference & Youth Volunteer Conference was held at Malaysia, on 22 November 2017. The title is that ‘Power of Volunteerism: What have you changed?’. This conference was hosted by Yayasan Salam Malaysia, the biggest volunteer NGO in this area and attended by 610 people from 32 countries. The Youth Conference was inspired by one summit. They discussed for peace in session, the Region-Specific Discussion for the Implementation of the Declaration of Peace and Cessation of War (DPCW). This peaceful summit is ‘3rd Annual Commemoration of the WARP Summit 2017′ held in September. At that time, nine Malaysian delegation members discussed action plans under the title of “Establishing Collaborative Governance for Peace“.
The International Association for Volunteer Effort (IAVE) is an international NGO for volunteerism, founded in 1970. IAVE advocates interaction between the governments of each country and civil society.
Peace Education: The Spirit of Ownership for Humankind
HWPL delivered a keynote speech during the opening ceremony of the IAVE conference. One project director of the HWPL said, “The fact that we are the owner of our community, country and furthermore the human society that we belong to…this ownership is the very foundation of volunteerism. What values are sowed in young peoples’ hearts decides our future. Thus, peace education is the most powerful way to inherit the legacy of peace to the future generations for them to obtain this sense of ownership” I think we need many friends who are man of action. But I should look back me first. That’s why peace education is needed.

The DPCW would be a plausible check and balance instrument to limit the inherent rights for a state to resort to a war consonant with other considerations. These are the catalysts of positive changes and it will eventually show its path for developing peace processes in our world. The international community needs a wide-ranging legal approach that can guide and help the citizens, irrespective of their ethnicities, nationalities and religions.

They can feel ‘Peace waves‘, which also be called ‘the heart of peace’, deep down in the heart. This time, I introduce ‘Peace parade‘ and finale ‘Arirang of Peace‘ performance. The peace parade showed how global peace is being achieved in accordance with the 10 articles and 38 clauses of the Declaration of Peace and Cessation of War.

Q. You are creating a tank and a unification train. Which part of this should be viewed carefully?
“In the case of the tank, a key point to take notice of is how the cold and lethal weapons of death are transformed into agricultural tools that help people and give them joy. So, it becomes a world where there are no longerany weapons that kill people. In the case of the unification train, it shows how the unification of Korea, which is the world’s only divided nation, is able to give hope.
This is symbolized by the creation of a unification train which would allow people to go anywhere, not caring whether it is in South or North.”

Q. What inspired you to produce this piece?
“During the proclamation of the Declaration of Peace and Cessation of War, Chairman Lee of HWPL stated that we must not create weapons that are to be used for war any longer, but instead should transform them into tools that are beneficial for humanity. These ideas have been a great inspiration for my work.
So, the main gun on the top of the tank was replaced with a golden trumpet that would be used to announce the news of peace. As I am aware that Chairman Lee has personally experienced the pain of the Korean War as a veteran, so much inspiration was received through his words and actions.”
Going along with the lyrics of “Arirang of Peace,” it was like seeing the blueprint of a new era and “entering the new world of peace” that is without war and terrorism.

Q. With what kind of heart did you prepare for this performance?
“I had many thoughts about what kind of heart I should be preparing for this performance with if things became hard or difficult. However, as I watched my teammates and everyone, including myself, preparing for the performance for the sake of peace and not for personal gain or pleasure, my heart became ever more eager for peace and I worked even harder while practicing.”

Q. Can you please introduce the performance that we will see from this Arirang Team?
“Our performance is a concert called Arirang Fantasy of Peace. It is a performance that expresses the idea of a peace that does not discriminate anyone, even though nationality, race, culture and religion may all be different. It brings together a traditional Korean song with traditional instruments, dances martial arts and other elements showing a harmonized global village full of excitement. This concert is apeace festivalthat represents the global village that will live in harmony and create peace.
It is during the performance of Ganggangsullae(강강술래), a traditional Korean dance, in the Arirang of Peace where one of our team members steps across the connected backs and shoulders of the others. This clearly demonstrates how a beautiful reality of peace is achieved through the combined sacrifice and effort of everyone involved.
Therefore, during practices not even one person could think selfishly, but instead had to willingly lend their back and shoulders. So, we carefully practiced with the mindset that I myself must hold hands and create peace along with everyone else.”
What the era is it now? North Korea is constantly threatening with nuclear weapons, and there are still wars everywhere around the world. Someone’s family dies, and those who survive are screaming. On November 25th, 1,200 social representatives gathered at the “1st Peace Conference of Religious Leaders in Southeastern and Southwestern Regions for the Reunification of Korea” Their purpose is to discuss spreading a culture of peace and preparing action plans for the peaceful unification of the two Koreas in Daegu Metropolitan City, South Korea. Although peaceful events are considered to be a good cause, it is easy to criticize them for being only symbolic. But No need to worry!
Practical and substantial HWPL
It is because HWPL which hosted this conference has been evaluated as a practical and substantial peace group. It is understandable even though you know a little bit about their movements. Chairman of Heavenly Culture, World Peace, Restoration of Light (HWPL) which is under the UN ECOSOC and the organizer of this conference gave a message. Chairman Lee proposed the formation of a civil society network at the global level, as well as the legalization of the 10 Articles and 38 Clauses of the Declaration of Peace and Cessation of War (DPCW) and the World Alliance of Religions’ Peace Offices(WARP Office).

Social & Religious leaders cryout
At the conference, Gi Woong Son, President of the Korea Institute for National Unification, advised that we should open the eyes and ears of the people in North Korea with the values of freedom, democracy, human rights and welfare. Emphasizing the role of civil society, he said “Consistent efforts for reaching North Koreans through humanitarian approaches including religion, culture, art, sports and the environment should be carried out. These areas can avoid transferability of capital misused for military capabilities of the North.”
Ven. Bup Ryun, chief priest at Kumdang Temple, pointed out that religious leaders are responsible for leading the work of peace and that one way of engaging in such a task is through HWPL’s World Alliance of Religions’ Peace (WARP) Offices which promote the collective peacebuilding efforts by religions. “Now is the timereligious leaders stand at the frontfor peace, a long-cherished wish of all humanity. The wall blocking religions will collapse as a result of our effortsof understanding based on a comparative study of religious scriptures.”

117 schools from 8 different countries (as of July 2016) voluntarily became HWPL Peace Academies. The designated Peace Academies announce the Statement of Resolution and their future plans to incorporate peace education into their curriculum. It will teach about HWPL’s peace initiatives. HWPL’s comprehensive approach to education allows teachers and students to embrace the values of human rights, intercultural and interreligious understanding, and tolerance. It is really needed for global leaders who want to reconcile. Whether you get the peace education or not makes fundamental difference. It depends on you.
In Fiji, the hibiscus is blooming at children’s hands. The hibiscus is the national flower of Fiji. Fiji is an island country in Melanesia. Fiji’s main attractions to tourists are white sandy beachesand aesthetically pleasing islands with all-year-round tropical weather. In peace education, children of Fiji stick flowers on the picture of the tank which symbolize war and conflict. Why? They wished for achieving peace in the world. Children don’t know nothing. They know it clearly. Maybe they know it better thanus, adults. “Peace is goodand war is bad.”Very simple. Maybe, we don’t need other things, social, economic and political issues, complex and chronic problems. We must keep our children’s heart.

Peace education : DPCW Article 10
It is the reason why children can study peace. Heavenly Culture, World Peace, Restoration of Light (HWPL), an international NGO under the UN ECOSOC and UN DPI, held a peace event “Blooming Flowers of Cessation of War in Fiji” on October 24th at Yat Sen primary school of Suva in Fiji. This lesson really helps children and students understand each other. All of these things is from DPCW, which is an international law to cease the war. Article 10 of DPCW is “Spread a Culture of Peace” Recognizing the global threats posed by nuclear, HWPL International Law Peace Committee suggested the DCPW (Declaration of Peace and Cessation of War) on March 14, 2016.

DPCW Article 9 – Religion,ethnic identity and peace
1. States should engage in multilateral consultations to deal with situations where differences attributable to religion or ethnicity pose a threat to peace sothat necessary remedial action may be taken and to identify the root causes of a situation causing tension between different religious or ethnic groups, in order to adopt necessary measures to promote mutual understanding between the groups concerned.
2. States should take measures to ensure that religious belief or ethnic identity are notutilised as a pretext for gross and systematic acts of violence. In circumstances where individuals or groups perpetrate or assist in such acts in the name of their religion, states should take adequate measures that lead to the prosecution and punishment of such activities.
3. Recognising the threat to peaceful coexistence that violent religious extremism may cause, states should implement, in good faith, legal measures against individuals or groups attempting to perpetrate or assist in gross and systematic acts of violence in the name of religion. Such measures should, in extreme cases, include the proscription of faith groups – including sects or cults – that perpetrate acts of violence against the territorial integrity and political independence of any state.

1. States should unite to strengthen international efforts to foster a global dialogue for the promotion of a culture of tolerance and peace at all levels, based on respect for human rights and diversity of religions and beliefs.
2. States should activate and participate in systems to enforce and protect fundamental human rights, eliminating discrimination on the basis of religion or belief, and should refrain from and prohibit the usage of religion by governments, groups, or individuals in order to justify or to incite acts of violence against others. These systems should include, inter alia, judicial mechanisms.
3. States should foster religious freedom by allowing members of religious communities to practice their religion, whether publicly or in private, and by protecting places of worship and religious sites, cemeteries, and shrines.

Cohesive WARP OFFICE
World alliance of religions and peace(WARP) Office is founded to achieve Article 8 of DPCW. Religious leaders should take the lead in fostering harmony among religions through the WARP Offices established in various parts of the world. The alliance of religions is the earnesthope of all humanity. It is called by an ‘Innovative Approach‘ to Religious Dialogue. The key point is ‘Scriptural texts‘ of each religion. The WARP Office aim to prevent the conflicts caused by religious misunderstandings. They march to peace to teach each scripture of religion.
