What day is it? Drum roll sound~~ 1st Annual Peace Forum of Declaration of International Law! On March 14, 2016, the declaration for the achivement of world peace in this era was proclaimed. It’s a international law. The objective of this law is to remove war in the world without exception. Many influential people are gathered to celebrate this day.
The chairman of HWPL said “We have the answerto achieve Peace” When I heard it first, I can’t understand what it means. Do you? HWPL is working with IPYG and IWPG. IPYG is a group of young people. IWPG is a group of mother. There are really a lot of people. I can’t understand why these two huge group follow HWPL. What a surprising is that leader of IWPG said the same thing. It is that “HWPL has the answer.”
Legislate Peace Campaign : DPCW
The purpose of HWPL is to end WAR. Maybe you can think it is not possible. Is it so naive? Is it an unattainable ideal? But the walking of HWPL makes us to believe. We get a hope. Quite simply, It is the peacenews. It is made of something happening all over the world within a single, small book every month. Surprisingly, it is made by the law. The HWPL Newsletter is based on Article 10 of the DPCW, “Spreading a Culture of Peace”. The advantage of this Newsletter is a high level of authenticity that is truly touching. It’s about time to listen Newsletter Editor‘s story. Hannah Jeon, Newsletter Editor said, “In just four short years since its establishment in 2013, HWPL and its many peace projects have received great interest and appreciation worldwide.” Why is it needed? “The HWPL Newsletterwas created with the purpose of announcing the news of HWPL, which is now running for peace and justice in the global community with tens of thousands of peace messengers.”
“The Starting Point is the Conveyance of the News of Hope to the World”
What is the Vision of HWPL and Us?
The HWPL PR Team
Our limits? No. “The newsletter is not limited to only the stories of HWPL but instead seeks to find stories of peace messengers who share the sameheart for peace.” Our vision is that “We are working to create a platform where all individuals are able to tell their own personal stories and explain for themselves their experiences with the processes and results of HWPL’s peace activities in their communities across the globe.” Thanks, Hannah. Listening to the story, I thought a lot. Why do we need peace? Because there is a war. Because there is a pain. All people, who are suffering from the unrelenting violence and war, share the same sadness. I feel a deep sadness because of the pain that is being experienced around the world. So what do we have to do? It is the reason why I love HWPL.
The ultimate object of HWPL
: The world of peace! which humanity has never experienced throughout all of history will be possible for the first time through HWPL. For this, the starting point is the conveyance of the news of hope to the world. It becomes the enginefor the transmission of the values of the international law, inter-faith harmony and peace education that all aim for the world of peace.
“You are the main character of HWPL’s Newsletter. As a loving family of peace living in this world together, let’s create a community that can share one another’s sorrow and joy. We must create the river of peace that all creation is dreaming of and leave it as an eternal legacy that can be inherited by future generations. Anything you would like covered regarding the news of peace is welcome, so please send us your comments.” – The HWPL PR Team

On February 17th, influential people gathered. They are law experts, religious leaders, youth and women groups, education experts, and journalists of Fiji. Why? The inauguration ceremony of Fiji Peace Steering Committee was held. How great is it? It is trustworthy because it was hosted by an International NGO, Heavenly Culture, World Peace, Restoration of Light (HWPL). One participant said “From today’s meeting, I feel like we are really moving forward. We had a lot of feedback today from people who know how to do peace activities.”
“Though we are living in the multi-cultural and multi-relation society but I think ‘tolerance’ is still a bit not well known by most people. So, it will take time and I will try my best to give my contribution in any way to help the HWPL team so that we all move toward to our mission which is to achieve world peace.” – Mr. Bhagirati Bhan, a representative from University of South Pacific (USP) Hindu Society
Fiji Peace Steering Committee
At the event, interfaith dialogue meeting was also held under the topic ‘Discrimination in the name of religion’ celebrating the World Interfaith Harmony Week (WIHW) designated by the UN. Father Peter Parlad Kumar, a priest of Anglican Archdiocese of Fiji, who was appointed as Chairperson of Fiji Peace Steering Committee, said “Scriptures of each religion prohibit religious discrimination and discriminations caused by religions in the world are contrary to the teachings of each religious scripture. That’s why they should be eradicated for world peace.” It is time to discuss the direction of future improvement of peace activities in Fiji.

HWPL carries out its Peace Education Initiative, which is formed through the Values of Peace based on the ‘Sanctity of Life’, ‘Loyalty and Filial Piety’, and ‘Co-Existence and Sustainability’. Its purpose is to cultivate and train children and students to become true citizens of peace. In order to solve the issues of extreme violence, persistent conflicts and disharmony, education is essential. The opportunity is given to adequately learn these values of peace. Can you feel the necessity of ‘Peace Education‘? In in-depth discussion, you can realize the spreading of a culture of peace in accordance with Article 10 of the DPCW through these education. Last September, these education specialists held several meetings and actual education demonstrations to assist in establishing HWPL Peace Academies worldwide and provide the educational contents for the peace education curriculum.
Spreading a Culture of Peace
At the 4th HWPL International Law Peace Committee meeting, which was held during the 2nd Annual Commemoration of the WARP Summit last year, a large number of participants came from groups working in the field of education including Ministers of Education Departments worldwide, who attended the Session for the Ministers and Education Specialists for Spreading a Culture of Peace as described in the Declaration of Peace and Cessation of War (DPCW).
They discussed ways to devise education mechanisms for the purpose of the implementation and development of peace as a cultural asset, which is clearly emphasized in the Declaration, stating that the culture of peace is must be acquired, safeguarded and transmitted from generation to generation.
The purpose of HWPL is to end WAR. Maybe you can think it is not possible. Is it so naive? Is it an unattainable ideal? But the walking of HWPL makes us to believe. We get a hope. HWPL’s another Solution is the World Alliance of Religions’ Peace(WARP) offices. The war that caused by religion is 80 percent of all. The religious leaders have to more love people. So, we must make the religion one thing. How? We can find the most reliable religion by comparison between scriptures of each religion. The HWPL is an really influential group.
KOSOVO – A Professorof International Law at the University of Prishtina in Kosovo introduced the principles of the DPCWto the university students, the future leadersof Kosovo, Albania and Macedonia, who then gave their signatures of support.
ZAMBIA – At the Safe World Trust School in Zambia, in the presence of journalists, religious leaders, and other important societal figures, participants discussed the current peace activities in Zambia and expressed their support for the DPCW.
NEPAL – Students at Narayani English Public Higher Secondary School in Nepal recognized the peace work of HWPL and IPYG and painted their ideas and thoughts regarding peace.
MONGOLIA – In Ulaanbaatar, Mongolia Khishigsuren Saranbolor artists and members of IPYGpainted murals together at the Ulaanbaatar 31st kindergarten with the hope of peace. #LegislatePeace
There is no path to peace. Peace is the path. – Mahatma Gandhi
Islamic extremism and terrorism posed a threat to the Middle East. Although people want to cope with the threat, there are many hardships of peace. Why? We had precedents. The 2017 Palm Sunday church bombings killed 45 people and the 2014 Tata bus bombing resulted from a suicide bomber carrying explosives. So, the government of Egypt declared a state of emergency. How long will the war be? Frankly, we are fed up with death, misery and sorrow. Have you ever been experienced? It is the most painful experience. Even in such a horrible situation, the flower of peace is blooming.
Two representatives of HWPL International Law Peace Committee
They dedicated their efforts to the promotion of peace projects based on the spirit of the DPCW. Why? They love peace and participated in drafting the DPCW. What did they do? They helped supporting campaigns for DPCW to become national and international levels. And Media representatives do a role to report the news of peace to citizens in Middle East.
Dr. Said El Dakkak, Professor of International Law at Alexandria University, said “Now we have this declaration, we have this already drafted and launched, but the hard work has started now. We have to go further, all the way, in the ways of the national level, the international level through the civil organizations, and inter-governmental organizations.”
Mr. Kamal Khalifa Abdelrahman Mahmoud, President of the Arab Foundation for Development and Peace, has contributed to media power. He even founded Alsalamnews to cover the news of peace around the world, including those of HWPL. He said, “Peace in its general sense does not mean the absence of conflicts, but rather the process of rooting a set of values, attitudes, traditions and lifestyles based on full respect for the principles of sovereignty, human rights and fundamental freedoms, and on dialogue and cooperation among nations and cultures. We see that everything beautiful in life comes from peace.”
Egypt is now seeking to find a solution

He introduced other Egyptian journalists who love peace to HWPL. The cool thing is that they decided to share the peace news with people in the region faster and more accurately. He is now planning to open ‘HWPL News’ to exclusively cover the news of peace for HWPL and the DPCW in the Arabic language. Egypt is now seeking to find a solution to peace for all humanity. The answer is already discovered. It is the DPCW. We need only just do! Do you hate peace? There is no one who doesn’t like peace. Then, you can just do it! The DPCW is the perfect solution to achieve peace.
This year, the Central American Parliament, also known as PARLACEN aims to benefit all the member states in the region with the same policies of social welfare and education. PARLACEN will do a substantial and active support growing for the Declaration of Peace and Cessation of War (DPCW). It could not have been approved, if it wasn’t for Hon. Deputy Paula Lorena Rodriguez Lima. Who is she? She is a current Representative of Guatemala in PARLACEN. She had sincere and honest heart for peace and inspired each of the 120 congressmen and congresswomen. What does she think about ‘DPCW‘? It is “a declaration that details the yearning of having peace in the world”.
“I do believe that the amount of wars within the countries are increasing because the values are being lost. Truly I would want that my children would never encounter a country that is deteriorating in the Central America or the world that would be losing values.” – Hon. Deputy Paula Lorena Rodriguez Lima
Overcome the obstacles!
But PARLACEN encounter oppositions within parliament. Why? Because there was some hostile information of HWPL in the internet. So they didn’t want to approve it. It was rejected in the first month, second month and so forth. Thus, she just witnessed the workings of HWPL for a long time. I’m really impressed her actions. She hopes to see the document adopted even within the organization of the American states, all other regional parliaments, and eventually make its way to the United Nations. I want to emulate someone like her who is confident and treads the path of virtue.
Exclusive Interview with
Hon. Deputy Paula Lorena Rodriguez Lima
“I’ve had the advantage of being here now for the 3rd time in Korea [for the WARP Summit]. All the things I observed were positive things. I observed all the religions here included within the organizations.
More than that, I was able to see all of the youth volunteers are intelligent youth with strong intellectual capacity. As a matter of fact, it [HWPL] is a noble organization whose only purpose is to search peace.
In all the months, I aspired to convince the deputies. During these 14 months I had to talk to every single one of congressmen and women to offer an explanation, the benefits, advantages, and the nobility of this declaration. And then it was finally approved. At last, it was approved.”
One small step for PARLACEN and HWPL One giant leap for mankind
On November 30th, Korea Peace Unification Forum was held at the Korean National Assembly Member’s Conference Hall. Politicians and NGO representatives said what to do something. Also the Ambassadors to Korea are participated in this Forum from 12 countries including El Salvador, Cambodia, Costa Rica, Poland, and Laos. The purpose of Forum is to establish peacebuilding measures for the unification of Korea and global peace. What is the current state of the world? There are recent provocations from North Korea’s nuclear tests. Due to North Korea’s nuclear threat, the situation in the Korean peninsula is now at a crisis point more than ever before. War is terrific. Have you been engaged in warfare? Listen to a veteran.
“As a soldier in the infantry division at the frontlines during the Korean War, the words of the dead soldiers and the sounds of the firing of shots during the war even today are still ringing in my ears. We were born in the same world, but I could not see the flowers bloom even once. Politicians cannot compensate for this tragedy.” – Chairman Lee
What is the ultimate resolution?
This picture is about syria civil war
In the panel discussions, the unification of the two Koreas was suggested by the ultimate resolution of Korean peninsula crisis. We are left with the choice of either a peaceful solution or a military solution. But It is difficult to resolve. How can we achieve the unification? We need practical ways to change the world.
President Chung continued, “Rather than creating peace through the passive means of just opposing the war, we need to realize an active concept of peace. The ultimate solution for North Korea’s nuclear threat and the North Korean problem is unification. It is now an urgent matter to prepare an active unification policy.”
DPCW is the ultimate solution
Chairman Lee proclaimed “HWPL has made peace agreements with present and former presidents and heads of state, chiefs justices of Supreme courts, university presidents, religious leaders, and the heads of international organizations, and this news has been broadcasted all around the world. The cessation of war and world peace will become a reality because everyone desires for peace rather than war” and finally “We have the answer to peace which is the DPCW.” I’m sure it will cure the world more beautifully. DPCW is the solution!!! Let’s become the messengers of peace!
