On March 14th, Heavenly Culture, World Peace, Restoration of Light (HWPL) will do a great job. It is a milestone that has never been made before. Why hasn’t anyone gotten rid of the war so far? How does current international law work? The problem of current international law is that it is not legally binding.

So, the “HWPL International Law Peace Committee”, a group of 21 eminent experts in international law, enacted a completely different international law. On March 14th, 2016, the Declaration of Peace and Cessation of War (DPCW) was declared. Since then, HWPL has been holding an annual commemoration of the DPCW every year to present the outcomes of creating and spreading a culture of peace based on worldwide support for the DPCW. The most important thing is to share the progress of activities undertaken to introduce the DPCW to the UN, which is part of the implementation process.

After 2 days, 3rd Annual Commemoration of the Declaration of Peace and Cessation of War (DPCW) will be held in Seoul. Around 30,000 peace lovers are expected to participate.

How does DPCW become a legally binding international law? The answer is “Civil Society.” That’s why the event’s subtitle is “Civil Society‘s Role for Peaceful Unification of the Korean Peninsula.” They are the Youth and the Women. If all the young people and women in the world put one voice in one direction, which leader can stop it? So, the International Peace Youth Group (IPYG) and the International Women’s Peace Group (IWPG) are moving very actively to achieve peace.

In less than a year, 165,782 Peace Letters are sent to 193 Current Presidents of member nations of the UN. The purpose is to call for support for the passage of the DPCW as international law. Below is my peace letter.

I fully agree with you, the Prime Minister. You said that the history of the recent conflict in Cambodia was caused by foreign intervention. Your message seems to reflect the reality exactly. As a young man who went through the war in person at that time, I think you know better than anyone how painful it was.

I remember saying, “My youth has no peace, no happiness, one eye has a disability, and I’m sick and tired of the war and the parting of my loved ones.” Who dies in war? Youth! He is my friend and he is someone’s son.

As a young man, I’m very interested in peace. I’m from Korea, the only divided country in the world. Because of foreign intervention, which was two powerful powers, we became two countries, two peoples. In the tragedy of shooting at our own people, many young people had to die. The sound of gunfire, cannons, jets, and bombs split young people’ ears.
Shot to death, Starved to death. This is the tragedy of the same race. Our country is still a divided country, and danger lurks.

So I could sympathize more with the suffering of the Cambodian people. There was a civil war by the end of the 1980s, and ‘foreign intervention’ is making the people more painful. Now, thanks to Prime Minister Hun Sen, Cambodia has achieved a lot of political stability, but shouldn’t there be a lasting peace? What can you give to future children as the best legacy? It is a lasting peace! I would like to speak to you about the 10 articles and 38 clauses of the “Declaration of Peace and Cessation of War(DPCW) which has recently been supported as “Answer To Peace” by former and incumbent presidents, the National Assembly speaker, and so on.

One historian said “China, Russia and the U.S. tried to put the world’s countries in their political arena and provoked them with money, weapons and political assurance strategies.” I would like to talk to you about DPCW’s provisions that reflect the realities of Cambodia at the time when peace was desired more than anyone else.

Article 1 – Prohibition of the threat or use of force

4. States should abstain from interference in the internal conflicts of other States.

Article 3 – Friendly relations and the prohibition of acts of aggression

1. In accordance with United Nations General Assembly Resolution 2625 (XXV), States should develop friendly relations based upon respect for the principle of equal rights and self-determination of peoples, and should take appropriate measures to strengthen universal peace.

Article 4 – State boundaries

1. In accordance with United Nations General Assembly Resolution 2625 (XXV), every State has the duty to refrain in its international relations from military, political, economic, or any other form of coercion aimed against the territorial integrity or political independence of any State, or in any other manner inconsistent with the purposes of the United Nations. This is without prejudice to instances when such forms of coercion may be lawfully applied, inter alia, to induce states to cease internationally wrongful acts, or when sanctioned by the United Nations Security Council.

3. Every state has the duty to refrain from any act of incitement, planning, preparation, initiation or commission of an act of aggression by a state, a group of states, an organization of states or an armed group or by any foreign or external entity, against the sovereignty, political independence and territorial integrity of any State.

Article 5 – Self-determination

2. Subject to the right to self-determination of peoples, states shall not engage in any intervention that seeks to divide or separate a state in a manner that is contrary to the rules of international law.

In particular, when it comes to “Killing Fields” where the Khmer Rouge regime forced or massacred nearly two million people (one third of its seven million people) for three years and seven months, the Solution is the Article 9 of the DPCW.

Article 9 – Religion, ethnic identity and peace

2. States should take measures to ensure that religious belief or ethnic identity are not utilised as a pretext for gross and systematic acts of violence. In circumstances where individuals or groups perpetrate or assist in such acts in the name of their religion, states should take adequate measures that lead to the prosecution and punishment of such activities.

The current international law cannot end conflict and war. This is because it is not legally binding. Thus, the “HWPL International Law Peace Committee”, which has gathered 21 renowned international law experts from all over the world, declared the DPCW to improve the problems of current international law. If the DPCW is presented as a resolution to the UN General Assembly and supported by two-thirds of the ambassadors, peace can be achieved.

HWPL, associated with UN DPI and ECOSOC, is risking their lives to leace peace as legacy to future generations with a definite answer to peace. On February 22, 2019, HWPL held a peace event with Cambodian supreme monk Tep Vong, during HWPL 30th World Peace Tour. If Cambodia has been harmed by the regime of genocide by ignorant people, please support HWPL peace education, which has signed an MOA with Ministry of Education of Youth and Sport of the Kingdom of Cambodia, so that it may no longer be ignorant. This is to achieve the Article 10 of the DPCW, “Spreading a culture of peace.”

Prime Minister Hun Sen, if you really love the people and the country, please sign the DPCW! IPYG all over the world is urging presidents from around the world to sign the DPCW. In less than a year, 165,782 Peace Letters were collected. The Pan-African Parliament (PAP), which represents all citizens of 55 countries of the African Continent, the International Centre for Black Sea-Baltic Studies and Consensus Practices (Centre BBS), which consisted of former European Presidents, and 145 United Nations officials also supported the DPCW. Please support the DPCW to be introduced into the U.N. resolution and to be legally binding all over the world.

Why is the DPCW the answer to peace? The answer is in the “Civil Society”. That’s why HWPL is joined with the International Peace Youth Group (IPYG) and the International Women’s Peace Group (IWPG). At the Center of HWPL, there is Mr.Man Hee Lee who is a veteran of the Korean War and called the “Father of Peace”. He’s risking his life for old age and working for peace. That’s why 1.8 billion young people and 3.7 billion women all over the world support the Chairman Lee. If all citizens speak one voice in a single direction, which leader can ignore citizens? There is “No Citizen” who doesn’t want peace.

I heard from a Cambodian friend that because of the painful history of ‘Killing Fields,’ young people under the age of 30 now account for more than 70 percent of the total population. If peace can be established, Cambodia has the potential to become an advanced country more than any other country. Who would be the first to die in a war? It’s young people. These young men don’t want war, they want peace. I think maybe you don’t want to pass on “the youth of yours, when there is no peace and happiness.” But if you don’t take any action, we have no choice but to think you love war.

Prime Minister Hun Sen, if you make a right choice in this time of year, you will remain a lasting record for future generations, and the future will remember your name and praise you. Please reply.

Why Cambodia?

Cambodia is located in Southeast Asia, bordering Laos, Thailand, and Vietnam. Cambodia is famous for the Angkor Wat temple, that have built for Hindu religion during Khmer Empire. (officially the Angkor Empire) Now, the temple is part of Angkor World Heritage Site and is considered one of the Seven Wonders of the world. At its peak, the Khmer empire (802-1431) covered much of what today is Cambodia, Thailand, Laos, and southern Vietnam.

However, there was a great tragedy in this flourishing culture. The Cambodian Killing Fields (Khmer: វាលពិឃាត) are a number of sites in Cambodia where collectively more than a million people were killed and buried by the Khmer Rouge regime, during its rule of the country from 1975 to 1979, immediately after the end of the Cambodian Civil War.

The killing fields document death. From 1975 to 1979, Pol Pot and his Khmer Rouge soldiers killed 1.7 million Cambodians, or 21 percent of the population, according to Yale University’s Cambodia Genocide Program. Maybe, it is the reason why the Ministry of Education, Youth and Sport (MoEYS) signed a MoU with HWPL to introduce Peace education nationwide and develop relevant policies and programs.

How did Cambodian Genocide end?

The Fall of the Republic of Democratic Kampuchea. On December 25, 1978, Vietnam launched a full-scale invasion of Cambodia and on January 7, 1979, Phnom Penh fell and Pol Pot was deposed.

What was the purpose of the Cambodian Genocide?

Ideology. Ideology played an important role in the genocide. Pol Pot and the Khmer Rouge aimed to bring Cambodia back to its “mythic past” of the Powerful Khmer Empire, to stop corrupting influences like foreign aid and western culture, and to restore the country to an agrarian society.

Phnom Penh – The Ministry of Education, Youth and Sport together with International Peace Organization and the inauguration of the HWPL Peace Building Department on February 14, 2019 RUPP. H.E. Hang Chuon Naron, Minister of Education, Youth and Sport, said “Peace education of HWPL was also considered and included in the curriculum of schools in Cambodia.”

As a result, 164 schools in 12 countries have signed MOUs with HWPL.

H.E. Rachana Khun, Under Secretary of State of Ministry of Education of Youth and Sport of the Kingdom of Cambodia addressed, “After signing MOA with HWPL today, the Ministry will expand its implementation of peace education in educational institutions nationwide more broadly. Particularly, the Ministry would like to request HWPL’s assistance in the writing of books on peace education, its teaching methodology, the training of peace educators, and activities to spread a culture of peace in education sector in Cambodia. There was also a presentation of successful cases from teachers and education experts who were first in recognizing the excellence of HWPL’s peace education and have been at the forefront in implementing peace education for children and the youth.”

Particularly, Mr.Man Hee Lee, the Chairman of HWPL, a peace activist, came to Cambodia to seek peace with the bishops of the Kingdom of Cambodia, the Ministry of Education, the Ministry of Justice and the state-run broadcasting station, and called on all people to become peace messengers for world peace.

HWPL is currently moving forward with a worldwide influence to bring DPCW, a new international law, to the United Nations. DPCW is a definte answer to peace that can end the war. Created by 21 international law experts, it is recognized not only sophisticated, but also it is aligned with UN Charter and SDGs.

The United States and North Korea will hold further talks next week to prepare for a second summit between President Donald Trump and Kim Jong Un later this month, Seoul said Sunday (Feb 10).

“North Korea and the US have agreed to continue negotiations in a third country in Asia during the week of Feb 17,” South Korean presidential spokesman Kim Eui-kyeom told reporters.

Mr Trump and Mr Kim are due to meet in Hanoi, Vietnam, on Feb 27 and 28, following their landmark first summit in Singapore last June. The US-North Korea talks is expected to provide an important turning point for economic and security on the Korean peninsula. As the dialogue of inter-Korea continued since 2018, the issue of peace and unification is attracting international attention.

So, peace-loving 1,000 Korean youths gathered for the unification of the two Koreas. The event is held under the theme of “Youth pictures the peaceful future for the Korean peninsula”. In search of the role of civil society to create a unified Korea with peaceful means, “North And South, Let’s Be “Us” Again” was held with 1,000 participants at the Grand Hilton Hotel in Seoul, South Korea on February 9th.

At a congratulatory speech, Prof. Chang Ho-Kwon, invited professor at Hanshin University, said, “By showing public support for unification of Korea through collaborative efforts of civil society and subsequent government capabilities, the gate of unification will be closer. There is no chance for a nation without history and culture. We take the lead in unification issues to leave a legacy for future generations, which can be attained by participation in IPYG peace projects.”

The host organization, International Peace Youth Group (IPYG), is a member organization of HWPL, an international peace NGO under the UN ECOSOC. IPYG initiated its peace activities with the aim of realizing world peace by the voice of youth themselves, the victims of the war, and has been carrying out various peace campaign around the world in cooperation with 851 youth organizations in 111 countries.

Regarding this youth campaign, IPYG explains that the youth of the Korean peninsula will voice to solve the problem of division and unification because the war threats on the Korean peninsula, which has been continuing since the division, can no longer be overlooked.

Chairman Man Hee Lee of HWPL delivered the message encouraging the youth’s willingness on a long-awaited reunion by saying “The desire for unification is the same voice of peace. There should have no more wars in our globe. Rather than pointing each other with guns, youth should be the front to lead the way to peace.”

On January 19, 2019, The 2nd HWPL Gwangju Jeonnam Branch’s ‘Religious Dialogue Table’ was held in Gwangju, Korea. The lecturer Lee of the Shincheonji church, the pastor Gang of the Presbyterian Church and the pastor Gi of the Presbyterian Church discussed very important things in the Bible for religious reconciliation. And other two pastors attended this dialogue. The dialogue table was exciting from the start, and the citizens were all focused on this moment with their desire for peace.

Let me introduce you briefly about the HWPL. The Heavenly Culture, World Peace, Restoration of Light (HWPL), an international NGO affiliated with the UN DPI and ECOSOC, continues peace and public-interest projects to provide peace education for the end of war and peace. And the World Alliance of Religions’ Peace (WARP) Office of HWPL gathered 2,500 religious leaders for religious reconciliation. The religious leaders including Christianity, Confucianism, Sikhism, and others, are participating in 200 cities.

In Korea, the WARP Office was operated in Seoul, Incheon and Gwangju through the Religious Dialogue Table of Seoul Station. Their purpose is not to reason for the fallacy of doctrines, but to practice the love of Christianity.

The host of the WARP Office said “Interest in peaceful reunification in 2019 is rising. As the times go by, more and more pastors are taking steps and joining in for peaceful dialogue. Now, religious people should try to leave peace as a legacy for future generations. Religious people should be able to discuss right and wrong and pass on beautiful culture to future generations.”

Theme 1 : “When is the last times? What will be the sign of the end of the age?” (NIV)

The topic of the dialogue is two things at a time and each one is given seven minutes.

The pastor Gang of the Presbyterian Church said “I think the last times is ‘when the war on the land is over’. The sign of the end of the age is that each one beat oneself. It is the war. We should abandon jealousy, envy, jealousy, arrogance and greed. Furthermore, I believe that this debate culture is God’s desire. We have to be one, spiritually, beyond the denominations.”

Regarding this, the pastor Gi of the Presbyterian Church said “This Dialogue Table is where other people learn what is good and throw away the wrong thing by revealing what we know. The English Bible refers to ‘the last times’ as ‘days’. So, it is not one day. The last times are many days. We should look at the original Bible, such as the English Bible and Greek version. The era we live in is the ‘end of the age’. It’s a matter of how much we feel. I always lives with care, because I don’t know when Jesus will come.”

The lecturer Lee of the Shincheonji church said “Most of the world’s people and pastors who misunderstand the Bible are saying that ‘the last times’ is the end of the world. Jesus said on Matthew 22:29 that “you are in error because you do not the Scriptures or the power of God.” As God said in the Bible, the last times is to judge the corrupt generation and create a new one when one era is corrupt. The signs of the end of the age are detailed in Matthew 24, 2 Thessalonians 2 and The Book of Revelations of St. John. In order to know the signs of the end of the age, we must know who the rebels predicted in the Bible are and who the man doomed to destruction are.”

The theme 2, “Which two kingdoms will fight in the end of the age in Chapter 24 of the Gospel of Matthew?” (NIV) was followed.

Lastly, the host of the WARP Office said “Do you know ‘Butterfly Effect’? A small difference makes a big difference. Our gathering at this time can be a starting point for peace in the world as well as for peace in religion. The God is the God of peace and the God of life. As the bible says, we, who believe in God today, should do the work of peace. Let’s become the messengers of peace and establish a beautiful culture of faith in which we communicate peacefully with each other in peace.”

And finally, the panels are saying how they feel. The pastor Gang said “I think this meeting is really beautiful and God is with us. Korean pastors who are watching this must repent. We, pastors, must really try to lead believers to God.” The pastor Gi said “We must all abandon our vested interests and come before Jesus. And we should welcome Jesus. Few people can throw away their own. We must do it.”

Lastly, the lecturer Lee said “Why is the Book of John’s Important? The Revelation 22:18-19 said ‘If anyone adds something or takes words away from this book, God will add to him the plagues described in this book.’ You should know through the Bible what kind of shepherd I believe. And if it’s done, I want you to go and check and believe.”

One citizen said “It is amazing that the pastors from different denominations can meet and communicate with each other about bible and peace. I think peace and harmony of religions can be achieved as we continue to do this work.”

HWPL Spreading Love and Peace to Indonesia

Now, we need to work together for the world of peace in order to bring an end to war and armed conflicts and leave the full legacy of peace to our future generations.HWPL Chairman Man Hee Lee

In May 2018, a group of 11 professors and faculty members of national universities in Indonesia visited the Republic of Korea to learn about HWPL Peace education. Just three months prior to their visit, there are many amazing things. Many universities in Indonesia including Universitas Islam Negeri Syarif Hidayatullah Jakarta are signing a Peace Academy MOU with HWPL! The reason why they discuss at this workshop is to integrate HWPL’s Peace Education into their curricula for the coming fall semester.

It is not understood by their common sense. How is this possible? One professor said “It is amazing to see a divided nation doing this work of peace. HWPL’s peace work takes great significance in the run for ending the war on the Korean Peninsula and for its reunification. By taking Mr. Lee’s purpose and his vision for peace and applying it to individuals, the environment, and governments, I am confident that it is possible to achieve peace solely by the hands of the people without any intervention from the government level or the religious leaders.”


The peace values presented by HWPL are necessary for realizing reunification led by the people.

I want to share the value of peace presented by HWPL when I return to Indonesia.” Another professor said “What I recognized from learning about HWPL peace education curriculum is that we need to clearly spread the value of peace.” The other said “When I return home, I hope to become a peace messenger, share the ideas of HWPL Peace Education with others, and contribute to resolving political discourse in Indonesia.”

A STEP TOWARDS PEACE 3 Peace Initiative : WARP Office, Alliance of Religions WARP Summit WARP OFFICE scriptures Religious Youth Peace Camp Peace messengers of peace HWPL DPCW Alliance of Religions 3 Peace Initiative     Religion is the cradle of human civilization and will always be a core influence in our society. As the world becomes more multi-religious and multi-ethnic, however, there is a seemingly diminished respect for the difference. And more concerns rise towards this new threat to peace, which can be seen in the form of religious hatred and persecution.

Seeing the current status of the religious world, HWPL thinks the solution of peace. ‘How can we make it?’ The answer they found is the Scriptures. Because it represent the accumulation of not only the spiritual and moral teachings of the respective faiths, but also a fundamental standard of human conduct.

Why Scripture? Although the common objective that all religion is the great things, these messages are often overlooked by people. Because religious people fight with each other first. They showed hostility and started a war. So peace is becoming an elusive concept. So HWPL approach towards the root cause of this hostility between faiths, defined as the misunderstandings that arise from the misinterpretation of these scriptures.

Spreading throughout the world

At that time, the WARP Office Meeting was established and it has been actively practiced worldwide since then.

Strong cooperation and a network of religious communities formed by the commitment of those at the WARP Summit 2014 has been integrated with a deeper understanding of the core principles and values of each scripture.

Thus, within its Alliance of Religions Initiative, in remembrance of the promised agreement for the unity of religions, HWPL has promoted interfaith communication among religious leaders, who play an integral role in educating their congregations about differences in religious beliefs in a way that should not hinder the progress of establishing world peace.


It  is an effective tool for breaking down the walls between religions and achieving our common goal : peace

These meetings aim to prevent the conflicts caused by religious misunderstandings and bring forth peace through gaining a deeper understanding of the standards and teachings of each religion, as well as the concept of peace spoken about in each scripture.

The Peace Office Meetings have become a global movement, and an increasing number of influential religious leaders are now going beyond their traditional roles and work as messengers of peace. This innovative initiative has stirred up discussions among leaders of various faiths and has increased peaceful interactions between them. It has shown itself to be an effective tool for breaking down the walls between religions and achieving our common goal: peace.

The Peace Office Meetings are becoming a way to create a bridge between religions in all areas of the globe.

Camp participants learn about the general history of world religions, find the root cause of and plausible resolutions to religious conflicts and disputes, examine the religious community’s roles for peace, and experience cultural exchanges.

Another said, “Article 2 of the DPCW deals with the establishment of a reduction in war potential and the transformation of weapons for human benefit. It costs 1.8 billion dollars a year to make weapons. How many schools and homes can we build with DPCW? Let’s implement DPCW to fight poverty and eliminate the pain of conflict in Syria and the Korean Peninsula.”

When I was in Korea, I could not hear much about HWPL, but I could hear a lot in Australia. I think it is because HWPL is an international NGO. It was really nice enhance their national prestige without showing off their pride. It is a pity why Koreans do not know this. This is how our relationship began. After that, I became a fan.
