Q. What is the significance of the peace work that you have done so far for cessation of war and world peace?
The Chairman Man Hee Lee of HWPL said “More people died from starvation than from combat injuries during the Korean War. Many people struggled to live, eating anything from dirt to gunpowder in bullets. When could they ever take off their blood-stained military uniforms?”
“To do so, war had to come to an end. Wars must never happen again. Peace is not just a matter of one individual or one country. It matters to all people of the world, so everyone in the world must support this work of peace. I invite everyone to become messengers of peace, transcending the borders of nationality, ethnicity and religion.”
Q. Could you comment on the Peace Letter Campaign that HWPL is engaging in together with many youth, women and social organizations around the world?
The Chairman Lee said “If heads of state truly love their citizens and their countries, they will not be able to ignore the will of the people. Young people are sacrificed in the frontlines of war without getting a chance to blossom. Has anyone compensated for their sacrifices? Now the youths are saying they will protect themselves. Women are saying they will not send their children to battlefields. Their Peace Letters will certainly move the world.”
Q. What could be a path forward for peace education?
He answered “Someone once offered to award me a peace prize, but I rejected the offer. Instead of receiving the peace prize, I made a book that contains all the peace work that we have done so far and distributed the book in libraries around the world, so that the future generations can know about this work of peace. I believe that this is a true peace education that we need.”
“No one has yet been able to achieve cessation of war and realize world peace, and this work may seem impossible even in the future. However, this is a work that needs to be done by someone for all mankind, and maybe the DPCW, which is about to be introduced in the UN General Assembly, could be the last hope we have.”
I was most impressed with his last words. I don’t want to miss this chance, which may be the last hope. It’s not just for me, it is for all of us. Harmony, Communication, and Peace with the 3.7 Billion Women in the World

Q: What is the purpose of the Peace Tour? A: Women are the the mothers of peace. If 3.7 billion women unite under peace then world peace will be achieved.
“I sincerely thank you for your education in the spirit of noble truth search for the future of the nation and people. And I sincerely congratulate you on the successful implementation of peace education by Master Peace, whom I met in Romania last year. Here in Romania, I felt the people’s earnest desire for freedom in their hearts. I maybe it began when they achieved democratization in Eastern Europe 30 years ago. I think it can make them to continue to strive for better development.
And Mr. Man Hee Lee, Chairman of HWPL, despite his near 90s, has been a global village owner with no spare life. He made an appeal for cooperation for peace, carrying out a schedule that even young people could not afford. His firm commitment and actions are the best and most living peace education for all mankind.
As you can see from the video of how great the peace fruits of HWPL have been, the fruit of HWPL has never been achieved by a private organization and not achieved by the state. What’s next is that young people and women, who have inherited the spirit of peace, are creating peace together with the speed of light.
As a mother of children, I hope that our children will no longer grow up in a culture of war and violence, but live happily and safely in a culture of peace. If you continue to strive for peaceful education and the spread of peace and culture, such as DPCW, which is the definite answer to restoring the original shape of the global village and achieving peace, I am confident that our children who will lead our future will live in a peaceful world where there is no more war and violence.
When you change your mind, you can change your culture. When you change your culture, you can change the destiny of the world.
Let’s awaken a sense of peace and create a culture of peace. And let’s protect our children from war and conflict and pass on peace to posterity. As the Korean saying goes, “A good beginning is half the battle,” you have opened the beginning of HWPL peace education, so please continue to implement and promote it to spread beyond Romania to all over Europe.

What is HWPL?
Heavenly Culture, World Peace, Restoration of Light (HWPL) means to achieve world peace through heavenly culture and restore light. With the purpose of restoring the global community that has been suffering due to wars and conflicts, HWPL wants to go beyond the barriers of culture, religion and beliefs, to respect the core values of peace and life. All individuals, as the messengers of peace, are working together to make a world of SDGs and DPCW.
HWPL, the host of this event, is a peace NGO in Special Consultative Status with the UN ECOSOC and associated with the Seoul Metropolitan Government and the UN DGC. For the purpose of ceasing all wars and creating a peaceful world as a legacy for future generations, HWPL is building a global peace network. This network includes the HWPL International Law Peace Committee made up of international law experts, 192 members of the HWPL Peace Advisory Council made up of political and community leaders, and 556 HWPL Publicity Ambassadors made up of religious leaders and experts in education and media.
Also, HWPL is cooperating with the International Women’s Peace Group (IWPG) and the International Peace Youth Group (IPYG), which has about 830 youth groups around the world as its affiliates, to lead civil society’s support and participation in building global peace. They are gathering the support of the civil society. 1.8 billion Youth and 3.7 billion Women are the main character.

On March 14, 2019, all young men and women send peace letters to world leaders. It is the “Peace Letter” Campaign. In less than a year, 165,782 Peace Letters are sent to 193 Current Presidents of member nations of the United Nations. The main content is that “If you really love the country and the people, please support the DPCW, the definite answer to peace. I hope you’re not remembered as the president who wanted a war for future generations. Please write back.”
Campaigns are being held in 83 cities around the world, including South Korea, the United States, Germany, Britain, Australia, South Africa and Turkey. On March 14, 2019, 3rd Annual Commemoration of the Declaration of Peace and Cessation of War (DPCW) is being held now. Peace letters, which were collected through the campaign, will be delivered to heads of 193 countries at the same time today.
An official of HWPL said “HWPL has informed former & incumbent leaders of all countries of the DPCW through HWPL 1st~30th world peace tours. This campaign means that experts and civil society will take joint action to focus on the passage of DPCW as a resolution to the General Assembly of the United Nations.”

“10 Articles and 38 Clauses of the DPCW: A Step Towards International Law for Peace in the Korean Peninsula and the World”
At the 14th of March, 2019 2:15pm (GMT+9), HWPL has shared the results of its previous activities to bring the DPCW to the United Nations and the status of international support for the DPCW.
The 3rd Annual Commemoration of the Declaration of Peace and Cessation of War (DPCW)1 is to be held on 14 March 2019 in Seoul, Korea and other major cities around the world under the subtitle, “Civil Society’s Role for Peaceful Unification of the Korean Peninsula.” This event will serve as a platform to share the outcomes of activities undertaken to introduce the 10 articles and 38 clauses of the DPCW to the United Nations.

Support at the national level
Starting with Seychelles, Eswatini, and Comoros, official support for the DPCW at the governmental level is increasing.
Expanding support at the international level through IGOs
International organizations’ support and participation for the DPCW have continued. PARLACEN (Central American Parliament) passed a resolution in support of the DPCW. The Pan-African Parliament, which is the legislative body of the African Union consisting of 55 African countries, and the International Centre for Black Sea-Baltic Studies and Consensus Practices signed memoranda of understanding. Also in May 2018, at the UN Headquarters in front of the UN Permanent Representatives of 145 countries, HWPL made known the importance of introducing the DPCW to the UN in the form of a draft resolution and establishing a binding instrument for peace.
Expanding civil society’s movement for the DPCW advocacy
HWPL’s “Legislate Peace” Campaign is an advocacy campaign at the civilian level in support of the DPCW and its implementation, and it is taking place in 174 countries around the world. This campaign includes peace education that can raise awareness of peace among citizens, students, and refugees, “Peace Letter” Campaign where the youth call for peace in letters to national leaders, and peace projects and advocacy activities for improving women’s rights.
On March 14th, Heavenly Culture, World Peace, Restoration of Light (HWPL) will do a great job. It is a milestone that has never been made before. Why hasn’t anyone gotten rid of the war so far? How does current international law work? The problem of current international law is that it is not legally binding.
So, the “HWPL International Law Peace Committee”, a group of 21 eminent experts in international law, enacted a completely different international law. On March 14th, 2016, the Declaration of Peace and Cessation of War (DPCW) was declared. Since then, HWPL has been holding an annual commemoration of the DPCW every year to present the outcomes of creating and spreading a culture of peace based on worldwide support for the DPCW. The most important thing is to share the progress of activities undertaken to introduce the DPCW to the UN, which is part of the implementation process.
After 2 days, 3rd Annual Commemoration of the Declaration of Peace and Cessation of War (DPCW) will be held in Seoul. Around 30,000 peace lovers are expected to participate.

How does DPCW become a legally binding international law? The answer is “Civil Society.” That’s why the event’s subtitle is “Civil Society‘s Role for Peaceful Unification of the Korean Peninsula.” They are the Youth and the Women. If all the young people and women in the world put one voice in one direction, which leader can stop it? So, the International Peace Youth Group (IPYG) and the International Women’s Peace Group (IWPG) are moving very actively to achieve peace.
In less than a year, 165,782 Peace Letters are sent to 193 Current Presidents of member nations of the UN. The purpose is to call for support for the passage of the DPCW as international law. Below is my peace letter.

Civil Society’s Role for Peaceful Unification of the Korean Peninsula
It was Cape Town at which the wind of peace is blowing. The Cape Town is called the affectionate ‘Mother City’. They have ‘Ubuntu‘ in their hearts.
The Former President Nelson Mandela explained Ubuntu as follows:
“A traveler through a country would stop at a village and he didn’t have to ask for food or for water. Once he stops, the people give him food and attend him. That is one aspect of Ubuntu, but it will have various aspects. Ubuntu does not mean that people should not enrich themselves. The question therefore is: Are you going to do so in order to enable the community around you to be able to improve?”

Ubuntu is a Nguni Bantu term meaning “humanity”. It is often translated as “I am because we are,” and also “humanity towards others”, but is often used in a more philosophical sense to mean “the belief in a universal bond of sharing that connects all humanity”. Since the transition to democracy in South Africa with the Nelson Mandela presidency in 1994, the term has become more widely known outside of Southern Africa.
António Guterres said, “Nelson Mandela was a towering global advocate for justice and equality. He continues to inspire the world through his example of courage and compassion. Nelson Mandela was held captive for many years. But he never became a prisoner of his past. Instead, he poured his energy into reconciliation and his vision of a peaceful, multi-ethnic, democratic South Africa.
On this day marking the centennial of his birth, we commemorate Nelson Mandela’s lifetime of service. Rarely has one person in history done so much to stir people’s dreams and move them to action. That struggle for equality, dignity and justice continues. Madiba’s legacy shows the way.”
The DPCW provides direction so we can do it. Article 10 ‘Spreading the culture of peace’ of DPCW is already being done. The International Peace Youth Group (IPYG) is providing a new direction to turn Cape Town into a city of peace. The Gugulethu NY116 Sports Field was taken over by gangs and many people have been afraid of gang violence. But through the efforts of many people, the field was revamped with a peace mural then cleaned up again. In the city where the campaign is being held, the crime rate has dropped. Starting with this, it’s spreading across parts of South Africa.
The IPYG is one of the two wings of HWPL and they are working with the Youth for world peace. With 851 organizations from 111 countries around the world, peace is being realized, especially in Africa with 238 groups from 28 countries. You already know, Africa has had a lot of difficulties in history. But now, with such heroic presidents as Nelson Mandela and also abundant resources and the number of young people who make up more than 60 percent of the population, the Africa shows a lot of possibilities to the world. And based on that possibility, Africa is becoming so powerful that the world can’t ignore more and more. But there are still gaps in the way to develop like that. I want to ask you a question to explain it.
Have you ever heard of the expression ‘lawless zone‘? The dictionary said simply an area without laws. But when applied in our real lives and in movies and in other media, the lawless zone is not just an area without law, but a life-threatening environment where violence, conflict and suffering are a lot and basic human right is not protected. From that, we can see how much pain can be caused by lawlessness and you can see how important the law is. The development of Africa is already on the way, but in order to leap further, the law of peace must be established in this society. The law of peace must be needed to realize such long-term plans as the Agenda 2063. Therefore the law of peace is the most important and fundamental. So, what is the law of peace?

Why is the DPCW answer to peace?
I’m sure you all know. This is 10 Articles and 38 Clauses of the DPCW that the chairman Man hee Lee created. Let me briefly explain why 10 Articles and 38 Clauses of DPCW is the law of peace and why it is the answer to peace. The DPCW consists of 10 articles. Articles 1 to 5 is talking about preventing conflict. In order to prevent conflict, they made each other friendly and unwilling to fight. And we’re making laws to make sure that there’s no weapons or troops needed for war. It also has a clause that maintains borders so that countries do not invade other countries.
Articles 6 to 7 have a complete system of resolution in case of conflict. There is a strong law that can resolve the dispute through the International Court of Justice and the UN Security Council following the order of the international community.
Articles 8 to 9can solve religious conflicts, which are the largest percentage of all disputes. It also includes solving ethnic conflicts. Article 10 ‘Spreading the culture of peace’ emphasizes the ‘Peace education’ to leave this settled dispute as an eternal legacy for future generations.
In conclusion, the DPCW is the ultimate solution of peace that can prevent conflicts, if it happens, resolve it and leave this world peace as a eternal legacy for future generations.
What can we do for us?
So what do we do for peace? We’re working to bring the DPCW to the United Nations. And it needs the support of presidents in each country to be passed. So you can ask “What can I do?.” I’m going to give you a strong statement. Each country is made up of citizens and the president must listen to them. I really want to ask you. If you acknowledge that this is indeed the answer to peace, please be sure to support and urge your President to pass the DPCW to the United Nations. Then, this DPCW could be established as a real international law, which is the answer to peace. Therefore, this Africa will be remembered around the world as the leading continent to support the law of peace for the first time. Then, Africa with the sound foundation for peace, and South Africa, as well, will be the most advanced country in the world.
All Africans support the DPCW
So now not only we’re ready to bring DPCW to the United Nations. But also HWPL came to Africa and achieved a lot. When the chairman Man hee Lee visited the Pan African Parliament (PAP), the representative of PAP signed the MOU with HWPL. And He also supported the DPCW on behalf of the pan-African Parliament (PAP). This means that every country in Africa will support the DPCW. Also, two countries send documents that they would support the DPCW on a national level. I don’t know how much you recognize it, but it’s a huge result!!! And what I’d like to focus on the most is that the Chairman Man hee Lee declared, in 2013, we created an international law and the presidents should sign here. And then, the war will be eliminated all over the world. That’s how it really works. So it is another evidence that not only DPCW but also the reality, where what the chairman lee said comes true, are the answer to peace.
The wind of peace is blowing all the world
So I ask you again, but please urge your presidents to support this DPCW. Please write letters to presidents, promote it online & media and support the DPCW! And I hope that you will encourage not only your country, but also the presidents of Africa and the rest of the world through the Internet and the media. The Chairman Man hee Lee is right here now. Our representative of HWPL is the messenger of peace who is making the actual result of peace. In 2014, he risked his life to go the area where many people died for 40 years in the bloody conflict in Mindanao. So he met with representatives of the two religions to resolve the religious conflict that was at the cor of this civil war, and he drew a peace treaty. The Chairman Man hee Lee also created this DPCW, the answer to the war, with 21 international law experts, and now he is actually working on international legislation, urging the world and the United Nations. In a moment, our representative will come up here and introduce you to the answers of this peace. Please open your ears and remember his words in your mind and be sure to encourage your leaders.
And here we have a lot of young people coming. I really want to say something to young people. I will speak English so that these young people can hear it in person.
“Someone asked me. A young South African man said, I want to convey my opinion to the President of South Africa. But I don’t think the president will listen to me. So I answered. And I’m going to tell you this because it applies to us. One person and One voice is weak. But if we come together, we’re stronger than anyone. Please remember. You’re not alone.We’re one.”

What do we need for the development of Africa? What should we do now? This is what participants, the Speaker of the National Assembly, the Chief Justice, and other high-level people, had in mind. I am grateful that people like them are leaders who are thinking ‘How can we do more for Africa?.’ I think the people of Africa will be very happy, if they know these efforts as the session of today. There are many bad leaders in the world, who drive the people to the death. Particularly, the Youth.
The following is their conclusion : Development in Africa cannot be done in war and conflict. War and conflict are a huge blow to us all. We must make peace for Africa’s development.

This is their story. “There have been many conflicts and wars in Africa, and peace is really rare. Mali is also in conflict and it is known that Sudan, South Sudan, DRC, Congo are as well. Africa is known as the dark continent. We’ve been trying to make peace through the African Union (AU). DPCW is a document based on the U.N. Charter. And I hope that as a UN Security Council, DPCW will be introduced to the United Nations and also the African Union.”
Another leader said, “I was so happy reading the DPCW that I read it all overnight. I really felt it was necessary in this world. It is too necessary for human society and Africa, which has a lot of conflict. But it’s not just in Africa. Disputes occur in many different forms in each country. It’s like a big mountain. But It’s not impossible. I think the DPCW is a great tool, and it’s going to be a social and economic development for the development of Africa.”
The Problems of Africa
“The DPCW is something we’ve always discussed and talked a lot about in terms of human rights. There’s a lot of war and conflict going on in Cameroon, where the scars of the war are a lot. Last week, ourPan-Africa Councilwas discussing a conflict in Africa. One of the biggest problems is that many countries are good at speaking but in practice, they are opposed to it. What’s really important to us is that we have to believe in peace. Because without peace, Africa would not be able to make any further progress. It seems easy for Africa to achieve peace only when the DPCW becomes a culture and makes world peace.”
What is the DPCW different from others?
“What I want to say is that DPCW has something that I haven’t seen before : Religion. It is what the former president thinks is important. There’s been a lot of talk about human rights, but we didn’t think religion much. We didn’t think of a way. But the important thing is that most conflicts, especially in Africa, are caused by religion.”
“This year is the 100th anniversary of Nelson Mandela’s birth. We are celebrating the achievements of former President Nelson Mandela and Mrs. Albertina Sisulu. But conflict and terror are not over yet. The African leaders couldn’t solve it by calculating profits and losses each other through political problems. Through these, we lost our value and ruined our mutual friendship. What can we do for our Africa? By bringing the DPCW to the United Nations, we can achieve peace. And we can progress by promoting justice and peace throughAgenda 2063of African Union. We can use DPCW to achieve peace by 2030. And It will bring peace to the continent of Africa. DPCW requires our efforts. We need to make sure that DPCW would not become just another international law. Unlike other laws, we should not ignore this law. We need to know what’s different from other laws and to let people support the DPCW.”

What is the role of the leaders of Africa? They got together to think about this. I was impressed that One Former President always shouted for peace during his presidency and the country’s civil war ended. When I listen to the leaders’s stories, I think they are really great. They have not given up yet and want peace. There is no one who does not care about his country’s people. I am grateful that people like them are leaders. The Chairman Man hee Lee asked, “People who are gathered here, is there any want who want war?.”
No one answered. The Chairman Lee continued that “War sacrifices many lives and destroys many buildings. If there is anyone who wants war, please raise your hand.” No one raised their hands. The Chairman Man hee Lee shouted, “When there’s war, who is the one who is fighting in front of battle line that is the youth. We are born in the same world, same generation, but their lives cannot blossom, but their lives are lost in the battle.”

I thought I needed to hear him in more detail. The Chairman Lee continued “However, politics and laws could not compensate for the lives there was lost. Should we continue on this painful war? No matter how much money you spent builds your own house, if there is war, your building, your house will be broke down. God is peace. And we need to follow his will and achieve the world of peace. What religion talking about is peace. And the world of peace is salvation. This peace is not a matter of individual. It is the matter of the people in the earth. Therefore we need to become messengers of peace who achieve peace.”

What is the Solution of sustaining peace? HWPL identifies the root cause of the conflict and provides a solution to peace. People stuck together to make a world without war. Mindanao, who had suffered 40 years of civil war, signed the peace agreement of HWPL and it ended years of conflict and brought peace to various places of Mindanao. The results were possible because everyone joined the peace movement in unison.
The world is debating, practicing, and witnessing peace. The WARP Summitis widely known as the International Peace Festival, which has practical consequences. As a non-governmental peace organization, bringing people from various nations and all walks of life together is an astonishing feat. Participants say TheWARP Summitis a unique event that supports humanity and peace spirit. The way in which we organize and coordinate events systematically is highly valued compared to other international events. Anyone who comes to this festival can fully experience the culture of heaven. In particular, the IPYG Card Section Performance, which 12,126 IPYGyouth created, impressed various races and cultures and brought peace to the mind. The WARP Summit is becoming a world peace festival and giving the divided Korean Peninsula a new name of the nation of peace.
On September 18, 2014, two historic vows were made while the world watched, which developed into a major peace campaign of the HWPL. Leaders from various fields have fulfilled their mission and made up their minds to achieve it in this era. The noble cause t end war and keep peace for future generations is now a concrete goal before us. The WARP Summit is held to create a clear solution to achieve peace and sets a new standard for peace.
We are creating a new order for the world. In order to fundamentally resolve international conflicts and crises, we have developed our work in a more specific and professional direction. The HWPL international law peace committee was founded to discuss ways to achieve peace through international law. It is composed of legal experts of different nationalities. After three formal committee meetings, the DPCW was drafted. On March 14, 2016, 10 articles and 38 clauses of the Declaration of Peace and Cessation of War (DPCW) was declared. Currently, there is a worldwide campaign to introduce the DPCW to the United Nations. The new international peace law, that the world is creating together, will change the history of mankind.

The Chairman Man hee Lee said, “If religions are in harmony with each other, there will be no reason to fight. To achieve harmony among religions, people of religion should examine and compare their scriptures to find the truth and become one in that truth. People of religion are responsible for leading people of the world in the right path.”
In the WARP Office, leaders from various religious groups gather to discuss religion and the Bible. It is being held in major cities around the world. The purpose of this comparative study of religious scriptures is to return religion to its original role and become one religion according to the creator’s will. The WARP Office promotes understanding and harmony among many religions in the world for the peace of mankind.
We are building lasting peace for future generations. Now we need education for peace. A proper education can change our future. Our children must learn the valuable values of creating a happy future for themselves and protecting it.
One law expert said, “We must educate all humanity to instill in them a love of peace so that our youth will no longer be sacrificed in war. For this purpose, we hereby resolve to participate in the peace work of HWPL as an HWPL Peace Academy and to become messengers of peace who educate about the peace movement.”
The number of HWPL Peace Academy is increasing worldwide and Peace Teachers are are teaching students about the peace movement and peace spirit of the HWPL. Through this education, children will grow into peace leaders.
The world recognizes and remembers of HWPL. All the prizes are lasting memorial to HWPL‘s contribution to mankind. The peace prize that we really want is a actual peace on Earth.
HWPL Day is now a peace holiday enjoyed by everyone. The day of the HWPL is being announced all over the world.

A monument was erected to commemorate the day when they promised to end peace and war in the WARP summit. Many are volunteering to build the monument in their own country and testifying about the evidence of peace. The world is becoming a family beyond nationality, race, and religion.
