On February 18th, 2019, HWPL held a conference called ‘Religious World Without Discrimination, Religious Leaders Becoming one’ in Sydney, Australia. Along with about 370 audience members, 30 religious leaders representing 7 different denominations, including Christianity, Buddhism, Islam, Sikhism, Hinduism, Zoroastrianism and Caodaism, are gathered to discuss the Role of Religion.

Regarding the role of religious leaders in establishing a world of peace, Chairman Man Hee Lee of HWPL said, “I came to Australia to tell that the 10 articles and 38 clauses of the Declaration of Peace and Cessation of War (DPCW) are necessary to make a world of peace and leave a legacy of peace for future generations. This is more important than anything else, and we have to all become peace messengers.”

During the conference, the theme of ‘religious discrimination’ was also discussed. 4 keynote speakers delivered messages regarding unfortunate cases of religious discrimination and the need for concrete action plans.

Especially, one pastor read a letter that will be sent to the United Nations Human Rights Council, “I am a Pastor working in Australia and Pakistan. Pakistan is a dominantly Muslim country where religious tension and discrimination exists. I understand how we must all work to bring about true harmony between people of different faiths and cultures. The acts of the Christian Council of Korea (CCK) in relation to Ms. Gu Ji-In who was killed in the aftermath of coercive conversion in Korea should never be ignored and what they do should be stopped.”

30 religious leaders signed the Statement Denouncing Coercive Conversion Programs and Religious Discrimination and proclaimed their support for the Declaration of Peace and Cessation of War (DPCW).

What is HWPL?

Heavenly Culture, World Peace, Restoration of Light (HWPL) means to achieve world peace through heavenly culture and restore light. With the purpose of restoring the global community that has been suffering due to wars and conflicts, HWPL wants to go beyond the barriers of culture, religion and beliefs, to respect the core values of peace and life. All individuals, as the messengers of peace, are working together to make a world of SDGs and DPCW.

HWPL, the host of this event, is a peace NGO in Special Consultative Status with the UN ECOSOC and associated with the Seoul Metropolitan Government and the UN DGC. For the purpose of ceasing all wars and creating a peaceful world as a legacy for future generations, HWPL is building a global peace network. This network includes the HWPL International Law Peace Committee made up of international law experts, 192 members of the HWPL Peace Advisory Council made up of political and community leaders, and 556 HWPL Publicity Ambassadors made up of religious leaders and experts in education and media.

Also, HWPL is cooperating with the International Women’s Peace Group (IWPG) and the International Peace Youth Group (IPYG), which has about 830 youth groups around the world as its affiliates, to lead civil society’s support and participation in building global peace. They are gathering the support of the civil society. 1.8 billion Youth and 3.7 billion Women are the main character.

Peace letter for What?

On March 14, 2019, all young men and women send peace letters to world leaders. It is the “Peace Letter” Campaign. In less than a year, 165,782 Peace Letters are sent to 193 Current Presidents of member nations of the United Nations. The main content is that “If you really love the country and the people, please support the DPCW, the definite answer to peace. I hope you’re not remembered as the president who wanted a war for future generations. Please write back.”

Campaigns are being held in 83 cities around the world, including South Korea, the United States, Germany, Britain, Australia, South Africa and Turkey. On March 14, 2019, 3rd Annual Commemoration of the Declaration of Peace and Cessation of War (DPCW) is being held now. Peace letters, which were collected through the campaign, will be delivered to heads of 193 countries at the same time today.

I fully agree with you, the Prime Minister. You said that the history of the recent conflict in Cambodia was caused by foreign intervention. Your message seems to reflect the reality exactly. As a young man who went through the war in person at that time, I think you know better than anyone how painful it was.

I remember saying, “My youth has no peace, no happiness, one eye has a disability, and I’m sick and tired of the war and the parting of my loved ones.” Who dies in war? Youth! He is my friend and he is someone’s son.

As a young man, I’m very interested in peace. I’m from Korea, the only divided country in the world. Because of foreign intervention, which was two powerful powers, we became two countries, two peoples. In the tragedy of shooting at our own people, many young people had to die. The sound of gunfire, cannons, jets, and bombs split young people’ ears.
Shot to death, Starved to death. This is the tragedy of the same race. Our country is still a divided country, and danger lurks.

So I could sympathize more with the suffering of the Cambodian people. There was a civil war by the end of the 1980s, and ‘foreign intervention’ is making the people more painful. Now, thanks to Prime Minister Hun Sen, Cambodia has achieved a lot of political stability, but shouldn’t there be a lasting peace? What can you give to future children as the best legacy? It is a lasting peace! I would like to speak to you about the 10 articles and 38 clauses of the “Declaration of Peace and Cessation of War(DPCW) which has recently been supported as “Answer To Peace” by former and incumbent presidents, the National Assembly speaker, and so on.

One historian said “China, Russia and the U.S. tried to put the world’s countries in their political arena and provoked them with money, weapons and political assurance strategies.” I would like to talk to you about DPCW’s provisions that reflect the realities of Cambodia at the time when peace was desired more than anyone else.

Article 1 – Prohibition of the threat or use of force

4. States should abstain from interference in the internal conflicts of other States.

Article 3 – Friendly relations and the prohibition of acts of aggression

1. In accordance with United Nations General Assembly Resolution 2625 (XXV), States should develop friendly relations based upon respect for the principle of equal rights and self-determination of peoples, and should take appropriate measures to strengthen universal peace.

Article 4 – State boundaries

1. In accordance with United Nations General Assembly Resolution 2625 (XXV), every State has the duty to refrain in its international relations from military, political, economic, or any other form of coercion aimed against the territorial integrity or political independence of any State, or in any other manner inconsistent with the purposes of the United Nations. This is without prejudice to instances when such forms of coercion may be lawfully applied, inter alia, to induce states to cease internationally wrongful acts, or when sanctioned by the United Nations Security Council.

3. Every state has the duty to refrain from any act of incitement, planning, preparation, initiation or commission of an act of aggression by a state, a group of states, an organization of states or an armed group or by any foreign or external entity, against the sovereignty, political independence and territorial integrity of any State.

Article 5 – Self-determination

2. Subject to the right to self-determination of peoples, states shall not engage in any intervention that seeks to divide or separate a state in a manner that is contrary to the rules of international law.

In particular, when it comes to “Killing Fields” where the Khmer Rouge regime forced or massacred nearly two million people (one third of its seven million people) for three years and seven months, the Solution is the Article 9 of the DPCW.

Article 9 – Religion, ethnic identity and peace

2. States should take measures to ensure that religious belief or ethnic identity are not utilised as a pretext for gross and systematic acts of violence. In circumstances where individuals or groups perpetrate or assist in such acts in the name of their religion, states should take adequate measures that lead to the prosecution and punishment of such activities.

The current international law cannot end conflict and war. This is because it is not legally binding. Thus, the “HWPL International Law Peace Committee”, which has gathered 21 renowned international law experts from all over the world, declared the DPCW to improve the problems of current international law. If the DPCW is presented as a resolution to the UN General Assembly and supported by two-thirds of the ambassadors, peace can be achieved.

HWPL, associated with UN DPI and ECOSOC, is risking their lives to leace peace as legacy to future generations with a definite answer to peace. On February 22, 2019, HWPL held a peace event with Cambodian supreme monk Tep Vong, during HWPL 30th World Peace Tour. If Cambodia has been harmed by the regime of genocide by ignorant people, please support HWPL peace education, which has signed an MOA with Ministry of Education of Youth and Sport of the Kingdom of Cambodia, so that it may no longer be ignorant. This is to achieve the Article 10 of the DPCW, “Spreading a culture of peace.”

Prime Minister Hun Sen, if you really love the people and the country, please sign the DPCW! IPYG all over the world is urging presidents from around the world to sign the DPCW. In less than a year, 165,782 Peace Letters were collected. The Pan-African Parliament (PAP), which represents all citizens of 55 countries of the African Continent, the International Centre for Black Sea-Baltic Studies and Consensus Practices (Centre BBS), which consisted of former European Presidents, and 145 United Nations officials also supported the DPCW. Please support the DPCW to be introduced into the U.N. resolution and to be legally binding all over the world.

Why is the DPCW the answer to peace? The answer is in the “Civil Society”. That’s why HWPL is joined with the International Peace Youth Group (IPYG) and the International Women’s Peace Group (IWPG). At the Center of HWPL, there is Mr.Man Hee Lee who is a veteran of the Korean War and called the “Father of Peace”. He’s risking his life for old age and working for peace. That’s why 1.8 billion young people and 3.7 billion women all over the world support the Chairman Lee. If all citizens speak one voice in a single direction, which leader can ignore citizens? There is “No Citizen” who doesn’t want peace.

I heard from a Cambodian friend that because of the painful history of ‘Killing Fields,’ young people under the age of 30 now account for more than 70 percent of the total population. If peace can be established, Cambodia has the potential to become an advanced country more than any other country. Who would be the first to die in a war? It’s young people. These young men don’t want war, they want peace. I think maybe you don’t want to pass on “the youth of yours, when there is no peace and happiness.” But if you don’t take any action, we have no choice but to think you love war.

Prime Minister Hun Sen, if you make a right choice in this time of year, you will remain a lasting record for future generations, and the future will remember your name and praise you. Please reply.

On 6th of June, 2018, the UN Security Council unanimously adopted the resolution 2419 (2018) to call on increasing the representation of young people. The resolution was crafted to recognize the role youth could play in conflict prevention and resolutions while “advancing sustainable peace” and “spreading a culture of peace.”

In order to develop the Declaration of Peace and Cessation of War (DPCW) into a legally binding form, it is essential to raise awareness and mobilize support from heads of states and nations. To that end, the International Peace Youth Group (IPYG) has been urging the heads of state and government officials for their support by delivering Peace Letters written and gathered through youth and civil organizations.

Youth, holding a pen instead of weapon

Youth of 23 countries have participated and the handwritten peace letters have been delivered to 9 former/current presidents and prime ministers in 8 countries.

In particular, as Korea still remains the only divided nation in the world, Korean youth have been writing to mayors, lawmakers, prime ministers and the president of Korea with a hope that the DPCW will realize peaceful reunification on the Korean Peninsula. About 165,782 letters have been collected so far (as of Feb 2019)

Why is DPCW the Answer to Peace?

What is the difference between existing international law? The biggest problem with international law at present is that it is not legally binding. Therefore, DPCW includes the direction of legally binding and legal force.

The existing international law contains elements in which a powerful nation can create disputes along its interests. According to Article 1 “Prohibition of the threat or use of force” and Article 3 “Friendly relations and the prohibition of acts of aggression”, States should abstain from interference in other States, whatever its motives or purposes. And States should condemn the illegal occupation of territory and should criminalize in their domestic law.

10 Articles of the DPCW consisted of “Conflict prevention (Article 1~5) “, “Conflict mediation (Article 6~7)” and “Securing sustainable peace (Article 8~10).” Conflict prevention encourages states to cooperate in gradual disarmament, repurpose weapon-manufacturing facilities for the benefit of humanity. And don’t invade. When there are interstate problems, the state itself decides its own fate.

How can do the DPCW mediate Conflict? Through the UN Security Council, the International Court of Justice, other judicial bodies, regional judicial arrangements, the DPCW will settle disputes. Then you may be able to ask this question. “How can international peace be maintained through the UN Security Council when the UN Security Council is now composed primarily of powerful nations?” But the DPCW involves changing international organizations like the United Nations Security Council to function properly.

Lastly, Securing sustainable peace is important for future generations. Religion is the most important part of people’s ideology. In other words, this is a factor that can cause conflict among people. In fact, it accounts for 80 percent of the causes of war. Therefore, religion should be united, and religious leaders should take the lead in the peace movement. And through peace education for young children, it creates an eternal culture of peace.

How can peace be achieved with DPCW?

The answer is “Civil Society!” That’s why HWPL works with IPYG and IWPG. Peace comes when all citizens around the world are watching. The President cannot ignore the people. The owner of the state is the people, and the president is not at his disposal because the people vote. When citizens around the world shout in one voice, in one direction, nothing can ever ignore it. A national leader can’t help but keep up with the citizens.

The HWPL is where 1.8 billion Youth and 3.7 billion Women gathered to achieve peace. So, in order to achieve the ultimate goal of implementing a legally binding international instrument based on the DPCW, HWPL is encouraging states for the submission and adoption of the document at the UN General Assembly. It must get votes in favor at least two-thirds of the 193 ambassadors of the United Nations member states.

Already, UN permanent representatives of 145 countries recognize the need for the DPCW. In 2017, the central american parliament passed a resolution in support of the DPCW. In Africa, HWPL and the Pan-African Parliament (PAP) signed MOU to support the DPCW. The PAP is the legislative body of the African Union consisting of 55 countries of the continent of Africa. This means the support of the entire continent of Africa.

In Europe, the International Centre for Black Sea-Baltic Studies and Consensus Practices (Centre BBS), which is headed by a group of former European national leaders, signed the MOU with HWPL. Not at all, Seychelles, Eswatini, and Comoros expressed support for the DPCW at the NATIONAL LEVEL.

Over 1,000 social leaders gathered in Cambodia to discuss ways to make peace in Southeast Asia, according to HWPL 30th World Peace Tour. The ‘Peace Message for the Implementation of Peaceful Religions’ was held in Phnom Penh to develop peace-building measures for Cambodian Peace Process. The event also considered Southeast Asian efforts for decades to tackle violent extremism including terrorism and internal conflicts.

About 450 participants including religious leaders from Buddhism, Islam and Christianity in Cambodia, South Korea, Thailand, Vietnam, India and Singapore joined the forum. Cambodian supreme monk Tep Vong expressed his support to peace efforts saying that international cooperation as championed by HWPL could end wars and conflicts.

One social leader of Cambodia, “Religion should serve as an educator teaching good behaviour to all people in the world. However, some religions are threatening freedom of religion and human rights of religious people. Each religion must cease to do evil in the name of religion.”

Man hee Lee, the Chairman of HWPL, urged the forum to support his efforts to have UN resolution for DPCW saying: “Now we have the answer within the 10 articles and 38 clauses of the DPCW to achieve peace and end the war. There is no one who doesn’t want peace.”

DPCW: Definite Answer to Peace

What was their joy when the war was over? The 1991 Paris Peace Agreements (Khmer: សន្ធិសញ្ញាសន្តិភាពទីក្រុងប៉ារីស) marked the official end of the Cambodian–Vietnamese War on October 23, 1991. The agreement was signed by nineteen countries. For more than twenty years, an estimated 1.7 million people lost their lives to violence and famine. For agreement, the United Nations would send a mission to Cambodia (UNTAC) until 1993. The purpose is to make “an environment in which respect for human rights shall be ensured.”

Professor Surya Subedi of Nepal emphasized that signing of the Agreements has brought “enormous dividends” to all Cambodians. This is really a huge one. Now they can grow and develop. This is because the culture of peace has been established.

What is the situation around the world?

War is still going on, and countless people are suffering. To them, death is too near, and precious people are easily lost. Who can handle their pain? Who can sympathize with their pain?

Writing this, I would like to ask the King of Cambodia, Prime Minister, President of the Senate, President of the National Assembly and all Cambodians to support the DPCW. Because you have already experienced peace! You know what the power of a piece of paper is. Haven’t you experienced a lot of the pain of war? If you really love peace, please support DPCW. Or come up with an new answer to peace. Stay still is because you want a war and are waiting for it.

Please try to help people all over the world experience a culture of peace. DPCW can change the world. There are two paths in front of us. “Peaceful Future” or “Endless War” Let’s leave peace as a legacy to future generations.

Already, UN permanent representatives of 145 countries recognize the need for the DPCW. In 2017, the central american parliament passed a resolution in support of the DPCW. In Africa, HWPL and the Pan-African Parliament (PAP) signed MOU to support the DPCW. The PAP is the legislative body of the African Union consisting of 55 countries of the continent of Africa. This means the support of the entire continent of Africa.

Not at all, Seychelles, Eswatini, and Comoros expressed support for the DPCW at the NATIONAL LEVEL.

IWPG is working to make sure that all children and women have the right values through peace education. I believe that there is no change as fast as education. On the 18th of Feb, 2019, IWPG World Peace Conference in Australia was held in order to inspire a sense of duty as a women leader to achieve world peace, and to recognize its role as a messenger of peace. IWPG shared the initiatives and activities of IWPG over the past year and presented the main directions for 2019.

HWPL is committed to bringing world peace and cessation of war. HWPL has 3 PEACE INITIATIVES: Law for Peace, Alliance of Religions and Peace Education. The HWPL WARP Office is made to achieve ‘Alliance of Religions.’ It has 218 Offices in 126 Countries (As of August 2017)

HWPL’s interfaith peace communication solely promotes the alliance of religions through discussions based on scriptures to prevent conflicts caused by misunderstandings. The WARP Office sets an example for discussions on the search for a trustworthy scripture for the realization of religious peace in the world.

Outstanding participants consisted of Religious leaders from around the world held scripture comparison meetings and affirmed the solidarity in peace, and engaged in the session with greater interests and responsibility.

Although everyone wants peace, it is
not easy to work for peace. But even in his old age, Mr.Man Hee Lee, chairman of HWPL, is risking his life for peace. On this HWPL 30 30th World Peace Tour, he is working on a tight schedule and shouting peace for every second. Why does he work like this?

This is because of his promise with politicians and religious leaders in 2014. They swore before heaven and before all the people of the world. At the WARP Summit, the world’s political leaders recognized the need for an international legal instrument that ensures peace and they promised to cooperate. Religious leaders also promised to become one according to the teachings of God and contribute to peace. As a token of their promise, they signed the Agreement to Propose the Enactment of International Law for the Cessation of Wars and World Peace and the World Alliance of Religions Agreement.

So DPCW, sophisticated international new law aligned with UN Charter and SDGs, was declared on March 14, 2015. (If you want to know more about DPCW) And according to agreement, the WARP Office was established. It is the dedication of world’s top religious leaders. As a citizen who loves peace, I really appreciate their efforts.

It is the HWPL Peacebuilding Story, a peace organization recognized by prominent people around the world. But the global village is hurting each other with disputes, conflicts, and wars, and human rights and life are being threatened. Every woman has a spirit of service of mother and sacrifice to create a world of happiness for all families.

The United States and North Korea will hold further talks next week to prepare for a second summit between President Donald Trump and Kim Jong Un later this month, Seoul said Sunday (Feb 10).

“North Korea and the US have agreed to continue negotiations in a third country in Asia during the week of Feb 17,” South Korean presidential spokesman Kim Eui-kyeom told reporters.

Mr Trump and Mr Kim are due to meet in Hanoi, Vietnam, on Feb 27 and 28, following their landmark first summit in Singapore last June. The US-North Korea talks is expected to provide an important turning point for economic and security on the Korean peninsula. As the dialogue of inter-Korea continued since 2018, the issue of peace and unification is attracting international attention.

So, peace-loving 1,000 Korean youths gathered for the unification of the two Koreas. The event is held under the theme of “Youth pictures the peaceful future for the Korean peninsula”. In search of the role of civil society to create a unified Korea with peaceful means, “North And South, Let’s Be “Us” Again” was held with 1,000 participants at the Grand Hilton Hotel in Seoul, South Korea on February 9th.

At a congratulatory speech, Prof. Chang Ho-Kwon, invited professor at Hanshin University, said, “By showing public support for unification of Korea through collaborative efforts of civil society and subsequent government capabilities, the gate of unification will be closer. There is no chance for a nation without history and culture. We take the lead in unification issues to leave a legacy for future generations, which can be attained by participation in IPYG peace projects.”

The host organization, International Peace Youth Group (IPYG), is a member organization of HWPL, an international peace NGO under the UN ECOSOC. IPYG initiated its peace activities with the aim of realizing world peace by the voice of youth themselves, the victims of the war, and has been carrying out various peace campaign around the world in cooperation with 851 youth organizations in 111 countries.

Regarding this youth campaign, IPYG explains that the youth of the Korean peninsula will voice to solve the problem of division and unification because the war threats on the Korean peninsula, which has been continuing since the division, can no longer be overlooked.
